MS&A is one of the announced pillars of a strategy for transforming the U.S. military. Yet changes in the enterprise of MS&A have not kept pace with the new demands arising from rapid changes in DOD processes and missions or with the rapid changes in the technology available to meet those demands. To help address those concerns, DOD asked the NRC to identify shortcomings in current practice of MS&A and suggest where and how they should be resolved. This report provides an assessment of the changing mission of DOD and environment in which it must operate, an identification of high-level opportunities for MS&A research to address the expanded mission, approaches for improving the interface between MS&A practitioners and decision makers, a discussion of training and continuing education of MS&A practitioners, and an examination of the need for coordinated military science research to support MS&A.

Book excerpt: The U.S. Military's involvement in urban operations has escalaed significantly over recent years (Panama, Kuwait City, Haiti, Somalia, Bosnia, Kosovo, etc.). The transformation of the U.S Army to the Orojective Force will rely heavily upon the use of modeling and simulation (M & S) for analysis, including assessment of our ability to fight in urban environments. Though M & S has played a large role in the development and refinement of Army tactics, techniques and procedures, current model research for military operations in urban terrain (MOUT) is fragmented and inadequately resourced. Core physical models are judged to be insufficent as a foundation for simulation of urban operations. To combat these deficiencies, the models are judged to be insufficent as a foundation for simulation of urban operations. To combat these deficiencies, the Army Model and Simulation Office (AMSO) has formed a Focus Area Collaborative Team (FACT). The MOUT FACT directs all future urban operations modeling efforts, ensuring that the new simulations credibly depict military operations in urban terrain. The MOUT FACT employs a top-down approach that is designed to (1) identify the best urban M & S projects that will address prioritized deficiencies and (2) identify potential collaboration opportunities. The overall purpose of the MOUT FACT is to ensure that a coherent plan of research for urban M & S is formulated, documented, documented and published. This paper details the methodology employed by the MOUT FACT to develop the urban M & S research plan and the results of its efforts to date.

Book excerpt: Military conflicts, particularly land combat, possess the characteristics of complex adaptive systems: combat forces are composed of a large number of nonlinearly interacting parts and are organized in a dynamic command-and-control network; local action, which often appears disordered, self-organizes into long-range order; military conflicts, by their nature, proceed far from equilibrium; military forces adapt to a changing combat environment; and there is no master “voice” that dictates the actions of every soldier (i.e., battlefield action is decentralized). Nonetheless, most modern “state of the art” military simulations ignore the self-organizing properties of combat.This book summarizes the results of a multiyear research effort aimed at exploring the applicability of complex adaptive systems theory to the study of warfare, and introduces a sophisticated multiagent-based simulation of combat called EINSTein. EINSTein, whose bottom-up, generative approach to modeling combat stands in stark contrast to the top-down or reductionist philosophy that still underlies most conventional military models, is designed to illustrate how many aspects of land combat may be understood as self-organized, emergent phenomena. Used worldwide by the military operations research community, EINSTein has pioneered the simulation of combat on a small to medium scale by using autonomous agents to model individual behaviors and personalities rather than hardware.

The unconventional conflict ontology also separates the things we understand best from the things we understand least. This separation means that we can perform verification, validation and accreditation (VV&A) more efficiently and can describe the competence of the model more accurately. However, before this message can be presented in its entirety the supporting body of knowledge has to be explored. For this reason, the book offers chapters that focus on the description of unconventional conflict and the analyses that have been performed, modeling, with a concentration on past efforts at modeling unconventional conflict, the precursors to the ontology, and VV&A. Unconventional conflict is a complex, messy thing. It normally involves multiple actors, with their own conflicting agendas and differing concepts of legitimate actions. This book will present a useful introduction for researchers and professionals within the field.
