Begun in 1967, the series seeks to address problems in military history which have received limited attention and to provide a forum in which scholars may present the results of their research. In this manner we hope to stimulate and encourage interest in military history among civilian and military scholars, members of the armed forces, and the cadets of the United States Air Force Academy.

Now, Jenifer Van Vleck reveals the central role commercial aviation played in the United States’ rise to global preeminence in the twentieth century. As U.S. military and economic influence grew, the federal government partnered with the aviation industry to carry and deliver American power across the globe and to sell the very idea of the “American Century” to the public at home and abroad. Invented on American soil and widely viewed as a symbol of national greatness, the airplane promised to extend the frontiers of the United States “to infinity,” as Pan American World Airways president Juan Trippe said. As it accelerated the global circulation of U.S. capital, consumer goods, technologies, weapons, popular culture, and expertise, few places remained distant from the influence of Wall Street and Washington. Aviation promised to secure a new type of empire—an empire of the air instead of the land, which emphasized access to markets rather than the conquest of territory and made the entire world America’s sphere of influence. By the late 1960s, however, foreign airlines and governments were challenging America’s control of global airways, and the domestic aviation industry hit turbulent times. Just as the history of commercial aviation helps to explain the ascendance of American power, its subsequent challenges reflect the limits and contradictions of the American Century.

According to this myth, the postwar policy sprang full-blown from the mind of Vannevar Bush in the form of Science, the Endless Frontier (1945). Hart puts Bush's efforts in a larger historical and political context, demonstrating in the process that Bush was but one of many contributors to this complex policy and not necessarily the most successful one. Herbert Hoover, Karl Compton, Thurman Arnold, Henry Wallace, Robert Taft, and Curtis LeMay--along with more familiar figures like Bush--are among those whose endeavors he traces. Hart places these policy entrepreneurs in the broad scheme of American political development, connecting each one's vision of the state in this apparently esoteric policy area to the central issues, events, and figures of mid-century America and to key theoretical debates. Hart's work reveals the wide range of ideas, often in conflict with one another, that underlay what later observers interpreted as a "postwar consensus." In Hart's view, these visions--and the interests and institutions that shape their translation into public policy--form the enduring basis of American politics in this important area. Policymakers today are still grappling with the legacies of the forged consensus.
