Book excerpt: The idea for this book arose out of a little known political scandal, known as "phonegate", that occurred in Minnesota in the early 1990's in which a number of legislators were found to have been abusing their phone privileges. The hubris of the legislature in response to the discovery of this abuse not only made me rather angry, but, since I had been called for jury duty the year before, gave me the idea that service in the legislature ought to be a duty of citizenship like jury duty. Although the idea of the citizen legislature goes back to Aristotle, serious consideration of it raises the question of what is meant by citizenship and representation. This book addresses that question. It is an attempt to develop a model of citizenship in which representation is simultaneously a fundamental right and the highest obligation. After developing these ideas at a rather high level of abstraction, the book concludes with a proposed constitutional amendment for the State of Minnesota to illustrate how the model will work in practice.

The Model Citizens project was awarded the 2023 Prix Elysée, a biennial juried prize for mid-career photographers, sponsored by the Photo Elysée Museum in Lausanne, Switzerland. The award also includes a grant for a concurrent publication in both English and French (Citoyens Modèles, Éditions Textuel, 2024). Both editions will be released to coincide with Les Rencontres de la Photographie d'Arles in July 2024.

Book excerpt: This dissertation focuses on the related arts of mural painting and pageantry in Progressive America and considers how civic artists participated on a grand scale in the era's campaigns for reform. Examining the ways in which period creatives made reform into something visible, dramatic, and vital, this study asks: What did Progressivism look like? What civic lessons did murals and pageants activate, and for which publics? How did civic art's classical forms and consensual narratives resonate with its viewing communities, and how did those communities respond? Artistic Progressives positioned their art forms at the center of the era's broader campaign to expand participatory democracy, improve social conditions, and impose a sense of order. Through paint and playacting, they entered into cultural and political debates on Americanization, immigration, citizenship, suffrage, and the new pedagogy of learning by doing. Mural painting and pageantry served as collaborative meeting points for art-minded citizens as well as contested zones of cultural agency. The study's five chapters examine the mural programs at the Library of Congress (1895-1897) and the Massachusetts State House (1900-1904), the Pageant of Illinois (1909), the Suffrage Pageant-Procession (1913), and mural painting and pageantry in Madison, Wisconsin (1908-1917).

In these heated confirmation fights, candidates' legal and political philosophies have been subject to intense scrutiny and debate. Citizens, Courts, and Confirmations examines one such fight--over the nomination of Samuel Alito--to discover how and why people formed opinions about the nominee, and to determine how the confirmation process shaped perceptions of the Supreme Court's legitimacy. Drawing on a nationally representative survey, James Gibson and Gregory Caldeira use the Alito confirmation fight as a window into public attitudes about the nation's highest court. They find that Americans know far more about the Supreme Court than many realize, that the Court enjoys a great deal of legitimacy among the American people, that attitudes toward the Court as an institution generally do not suffer from partisan or ideological polarization, and that public knowledge enhances the legitimacy accorded the Court. Yet the authors demonstrate that partisan and ideological infighting that treats the Court as just another political institution undermines the considerable public support the institution currently enjoys, and that politicized confirmation battles pose a grave threat to the basic legitimacy of the Supreme Court.

Given their size and influence, states are able to inflict harm far beyond the reach of a single individual. But there is a great deal of unclarity about exactly who is implicated in that kind of harm, and how we should think about responsibility for it. It is a commonplace assumption that democratic publics both authorize and have control over what their states do; that their states act in their name and on their behalf. In Not In Their Name, Holly Lawford-Smith approaches these questions from the perspective of social ontology, asking whether the state is a collective agent, and whether ordinary citizens are members of that agent. If it is, and they are, there's a clear case for democratic collective culpability. She explores alternative conceptions of the state and of membership in the state; alternative conceptions of collective agency applied to the state; the normative implications of membership in the state; and both culpability (from the inside) and responsibility (from the outside) for what the state does. Ultimately, Lawford-Smith argues for the exculpation of ordinary citizens and the inculpation of those working in public services.
