Book excerpt: L'acquisition des connaissances est confrontée d'une part aux difficultés de l'interprétation d'une expertise, compte tenu du caractère le plus souvent idiosyncrasique de celle-ci, d'autre part à la nécessité de construire un système informatique, qui soit à la fois intelligible, évolutif, et maintenable. Elle a ainsi des liens tant avec les sciences cognitives qu'avec le génie logiciel. La caractérisation du raisonnement expert et des connaissances qu'il met en oeuvre fait de cette discipline un travail de reconstruction rationnelle d'un savoir, sous la forme d'une méthode de résolution de problèmes, une modélisation qualitative des connaissances et du raisonnement. Les approches purement descendantes de la modélisation, basées sur la réutilisation de modèles tout faits de méthodes de résolution de problèmes, ne fournissent pas une réponse satisfaisante aux problèmes de la modélisation d'une expertise de la définition des éléments réutilisables en acquisition des connaissances. Toute expertise, tout raisonnement, et toute méthode de résolution de problèmes, sont porteurs de forts engagements ontologiques sur le mode d'organisation et la nature des connaissances mises en oeuvre. Il convient donc de mettre en oeuvre une approche constructive qui prenne en considération la forte interdépendance et interaction entre connaissance et raisonnement. Un processus en spirale de construction progressive d'un modèle de méthode de résolution de problèmes et d'explicitation des connaissances du domaine permet de gérer cette interaction. Un outil informatique de modélisation et d'explicitation des connaissances est construit sur cette base. Il découle de cette approche constructive une définition des catégories de la modélisation d'un raisonnement et des connaissances qu'il met en oeuvre, ainsi que la détermination de la nature des éléments réutilisables en acquisition des connaissances.

The most advanced countries, not only the U.S. but also France, Great Britain and Italy, over the past few years have undergone a transormation of their armed forces aimed at exploiting the strategic advantages of IT. The goal pursued in Europe, and also promoted by NATO, is Network Enabled Capability (NEC). That is combining equipment and soldiers, as well as different doctrinal, procedural, technical and organizational elements, into a single network to obtain their interaction in order to achieve substantial strategic superiority. In practice, this also occurs with a strong, efficient and secure telecommunications network, and through netcentric modernization of armed forces' capability and systems aimed at connecting them to the net. This research paper analyzes the military netcentric modernization and transformation programs - still in progress - in France, Britain and Italy, with special focus on the joint program led by the Italian army called "Forza NEC". Opportunities and challenges of "Forza NEC" have been considered according to the Italian armed force's requirements, developed during two decades of experience in international military operations, as well as in the light of the evolution of strategic doctrine at a European and transatlantic level. Particular attention has been devoted to the interaction between industry and the armed forces, and to the involvement of many Italian companies in different "Forza NEC" activities, as it represents one of the pillars of the procurement program.

Book excerpt: This volume presents a state-of-the-science review of the most promising current European research -- and its historic roots of research -- on complex problem solving (CPS) in Europe. It is an attempt to close the knowledge gap among American scholars regarding the European approach to understanding CPS. Although most of the American researchers are well aware of the fact that CPS has been a very active research area in Europe for quite some time, they do not know any specifics about even the most important research. Part of the reason for this lack of knowledge is undoubtedly the fact that European researchers -- for the most part -- have been rather reluctant to publish their work in English-language journals. The book concentrates on European research because the basic approach European scholars have taken to studying CPS is very different from one taken by North American researchers. Traditionally, American scholars have been studying CPS in "natural" domains -- physics, reading, writing, and chess playing -- concentrating primarily on exploring novice-expert differences and the acquisition of a complex skill. European scholars, in contrast, have been primarily concerned with problem solving behavior in artificially generated, mostly computerized, complex systems. While the American approach has the advantage of high external validity, the European approach has the advantage of system variables that can be systematically manipulated to reveal the effects of system parameters on CPS behavior. The two approaches are thus best viewed as complementing each other. This volume contains contributions from four European countries -- Sweden, Switzerland, Great Britain, and Germany. As such, it accurately represents the bulk of empirical research on CPS which has been conducted in Europe. An international cooperation started two years ago with the goal of bringing the European research on complex problem solving to the awareness of American scholars. A direct result of that effort, the contributions to this book are both informative and comprehensive.
