Amanda Tattersall—an organizer and labor scholar—addresses this gap in the first internationally comparative study of coalitions between unions and community organizations. She argues that coalition success must be measured by two criteria: whether campaigns produce social change and whether they sustain organizational strength over time. The book contributes new, practical frameworks and insights that will help guide union and community organizers across the globe. The book throws down the gauntlet to industrial relations scholars and labor organizers, making a compelling case for unions to build coalitions that wield "power with" community organizations. Tattersall presents three detailed case studies: the public education coalition in Sydney, the Ontario Health Coalition in Toronto, and the living wage campaign run by the Grassroots Collaborative in Chicago. Together they enable Tattersall to explore when and how coalition unionism is the best and most appropriate strategy for social change, organizational development, and union renewal. Power in Coalition presents clear lessons. She suggests that "less is more," because it is often easier to build stronger coalitions with fewer organizations making decisions and sharing resources. The role of the individual, she finds, is traditionally underestimated, even though a coalition's success depends on a leader's ability to broker relationships between organizations while developing the campaign's strategy. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a “super-government” that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use. Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers. In 2021, the Port Authority marked its 100th birthday. Its history reveals a struggle between the public and private sectors, the challenges of balancing democratic accountability and efficiency, and the tension between regional and local needs. As a result, human service providers have learned to exhibit greater respect for the needs and legal rights of their consumers, the appropriateness and cost effectiveness of treatment procedures and service programs, and the per sonnel and facilities involved in providing services to consumers. Despite this encouraging trend, many human service agencies are still trying unsuccessfully to meet the two fundamental criteria of effec tive programming: (1) providing services that are effective in meeting the needs of the consumer and (2) equipping consumers to function indepen dently of the human service system to the extent possible. For example, there appears to be a general acceptance of the notion that custodial institutional service programs are needed, despite the fact that they are ineffective in rehabilitating and transitioning clients to the community and that they are difficult to change. In addition, although community based service programs have been developed as alternatives to institu tional placement, there is rarely sufficient transitional planning and pro gramming to facilitate the client's progress from the institution to the community. Although these problems generally are acknowledged, most human service managers and practitioners are ill equipped to deal with them. Specifically, the technology of human service management is in need of improvement. It is more theoretical than practical, and it lacks sufficient field testing and empirical validation.
