Book excerpt: CMMM is a project that accompanied and was oriented by the priorities of municipalist activists in Belgrade, Berlin, and Barcelona. Spanning over 3.5 years from 2019 to 2023, it captured and supported the efforts of the Ministry of Space collective, AKS Gemeinwohl, Häuser Bewegen GIMA eG., Kollektiv Raumstation, and Observatori DESC to change the political paradigms shaping the contemporary housing emergency in the three cities. Coordinated by K LAB (TU Berlin) and supported by the Robert Bosch Stiftung, the CMMM team employed various formats of critical mapping to display the legislations, policies, events, hierarchies, as well as the main actors and factors that are shaping the housing crisis. Next to selected examples of how critical mapping has been applied by peers and artists in the three cities, this book scripts the process through which our team created three interactive maps “How (un)affordable is housing in Belgrade?”, “Who buys Berlin?”, and “Stop Evictions!” for Barcelona, which can be explored on the project’s website: cmmm.eu. CMMM‘s outputs intend to support existing and future municipalist activists and collectives pushing to create policy alternatives that integrate the “housing as a right” principle. We hope that our work inspires activists and engaged professionals to employ critical mapping in their endeavors to inform and nudge public opinion, towards advancing demands for justice in the urban and beyond. CMMM ist ein Projekt, das die Prioritäten von städtischen bzw. nachbarschaftlichen Aktivisten in Belgrad, Berlin und Barcelona begleitet und sich an ihnen orientiert. Es erstreckte sich über dreieinhalb Jahre von 2019 bis 2023 und erfasste und unterstützte die Bemühungen von Ministry of Space collective, AKS Gemeinwohl, Häuser Bewegen GIMA eG, Kollektiv Raumstation und Observatori DESC, die politischen Paradigmen, die den Wohnungsnotstand in den drei Städten prägen, durch verschiedene Formate der kritischen Kartierung zu verändern. Unter der Koordination des LABOR K (TU Berlin) und mit Hilfe eines Stipendiums der Robert Bosch Stiftung haben wir Gesetze, Politiken, Ereignisse, Hierarchien und einige der wichtigsten Akteure und Faktoren, die die Wohnsituation prägen, kartiert. Radio Theatres inherent latitude to reach the masses in a manner and matter that they identify with makes of it an invaluable albeit often neglected sub-genre in the universe of Development Theatre. Reaching an enlarged audience through radio drama productions plays that address the rustic, ascetic and practical realities of the people is liberating. Through radio plays and their capacity to provide for an enormous degree of authenticity, ordinary people are able to enhance their self-esteem. Like main stream Development Theatre, Radio Drama sets out to address the concerns of all in an all-embracing approach that explores interactive learning characterized by continuous questioning of and adaptation to reality. It disparages the omniscience of the superstructure meant to be perceived as indispensable and all-knowing. As a medium of development communication with unique aesthetic qualities found in and not limited to sound and silence, Radio Drama creates events and condenses reality into dramatic constellations with a high sense of authenticity that invites its audience to participate in the creation process with a strong sense of direction in a story, a plot and a moral. This people-oriented culture re-animation process is the fertile ground for grassroots empowerment. It is the point of departure for feasible development initiatives that this book explores.

Different individuals mobilize in different ways—some flee, some pick up arms, and some support armed actors as civil war begins. Drawing on nearly two hundred in-depth interviews with participants and nonparticipants in the Georgian-Abkhaz war of 1992–1993, Anastasia Shesterinina explores Abkhaz mobilization decisions during that conflict. Her fresh approach underscores the uncertain nature of the first days of the war when Georgian forces had a preponderance of manpower and arms. Mobilizing in Uncertainty demonstrates, in contrast to explanations that assume individuals know the risk involved in mobilization and make decisions based on that knowledge, that the Abkhaz anticipated risk in ways that were affected by their earlier experiences and by social networks at the time of mobilization. What Shesterinina uncovers is that to make sense of the violence, Abkhaz leaders, local authority figures, and others relied on shared understandings of the conflict and their roles in it—collective conflict identities—that they had developed before the war. As appeals traveled across society, people consolidated mobilization decisions within small groups of family and friends and based their actions on whom they understood to be threatened. Their decisions shaped how the Georgian-Abkhaz conflict unfolded and how people continued to mobilize during and after the war. Through this detailed analysis of Abkhaz mobilization from prewar to postwar, Mobilizing in Uncertainty sheds light on broader processes of violence, which have lasting effects on societies marked by intergroup conflict.

The core of the book consists of six evaluations of school-and district-wide school improvement projects (SIPs) supported by the Aga Khan Foundation in Tanzania, Kenya, and Uganda. The case studies present an evolving body of knowledge about the successes and challenges of a comprehensive approach to school improvement grounded in a common set of strategic principles. The strategic principles embody the belief that the chances for quality improvement in teaching and learning are greater when change efforts *are school-based, *involve whole schools as the unit of change, *emphasize the ongoing professional development of teachers, *attend to school management and organizational conditions affecting the capacity of teachers to implement change, * prepare for the institutionalization of organizational structures and processes that enable continuous school development, and *evolve through partnerships among relevant education stakeholders. The book concludes with commentaries by international experts in school improvement and teacher development on the SIP project designs, implementation and outcomes, and on lessons that can be drawn from the projects and their evaluations for school improvement policy, practice and theory in developing and developed countries around the world.
