Although the Army's ability to mobilize has improved in recent years, much remains to be done, and the Korean War experience can provide valuable insights. Planners involved in the attempt to perfect current automated manpower mobilization systems need to prepare for possible strains and even collapse of those systems. In an emergency, we may have to rely on manual methods such as those that saw us through the Korean War. Industrial preparedness also has received increased emphasis and support in the last decade. But in this area, as well, there is much to be learned from the Korean War's partial mobilization. Finally, we can study with profit the problems encountered in supplying the large forces that we fielded in Korea. Planners who deal with theater logistics could benefit from detailed analysis, solidly grounded in original sources, of those problems and the solutions devised for them during the war. This monograph should provide impetus to examine Korean War mobilization and logistics. Through a discussion of the available literature, the author presents an overview of the most pertinent issues addressed thus far. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Responses that such wartime commissions were temporary commissions in the Army of the United States (AUS), rather than in the Regular Army (RA), are usually met with blank looks. During World War II, almost all Army commissions--the authorization from the government that gives a military officer the right to command--were temporary AUS commissions. The AUS commission saw continued use in limited numbers after the war, but has been in hiatus since the early 1980s. The AUS commission was the last of several types of temporary commissions the United States government used to expand the Army officer corps during wartime. The use of temporary commissions to provide enough officers to lead the quickly growing ranks was the standard practice during most of the major wars fought by the United States until after the end of the Vietnam War, varying only in the type of commission and method for raising additional wartime forces. Only since 1980 has the US Army sought to wage war without issuing some sort of temporary commission to expand the officer corps"--

It was certainly this, and for those who fought this is what they generally saw. Yet every foot of the struggles forward, every step of the retreats, the overwhelming victories, the withdrawals and last ditch stands had their seagoing support and overtones. The spectacular ones depended wholly on amphibious power -- the capability of the twentieth century scientific Navy to overwhelm land-bound forces at the point of contact. Yet the all pervading influence of the sea was present even when no major landing or retirement or reinforcement highlighted its effect. When navies clash in gigantic battle or hurl troops ashore under irresistible concentration of ship-borne guns and planes, nations understand that sea power is working. It is not so easy to understand that this tremendous force may effect its will silently, steadily, irresistibly even though no battles occur. No clearer example exists of this truth in wars dark record than in Korea. Communist-controlled North Korea had slight power at sea except for Soviet mines. So beyond this strong underwater phase the United States Navy and allies had little opposition on the water. It is, therefore, easy to fail to recognize the decisive role navies played in this war fought without large naval battles.
