Book excerpt: After decades of stagnation, the size of Latin America's middle class recently expanded to the point where, for the first time ever, the number of people in poverty is equal to the size of the middle class. This volume investigates the nature, determinants and possible consequences of this remarkable process of social transformation. We propose an original definition of the middle class, tailor-made for Latin America, centered on the concept of economic security and thus a low probability of falling into poverty. Given our definition of the middle class, there are four, not three, classes in Latin America. Sandwiched between the poor and the middle class there lies a large group of people who appear to make ends meet well enough, but do not enjoy the economic security that would be required for membership of the middle class. We call this group the 'vulnerable'. In an almost mechanical sense, these transformations in Latin America reflect both economic growth and declining inequality in over the period. We adopt a measure of mobility that decomposes the 'gainers' and 'losers' in society by social class of each household. The continent has experienced a large amount of churning over the last 15 years, at least 43% of all Latin Americans changed social classes between the mid 1990s and the end of the 2000s. Despite the upward mobility trend, intergenerational mobility, a better proxy for inequality of opportunity, remains stagnant. Educational achievement and attainment remain to be strongly dependent upon parental education levels. Despite the recent growth in pro-poor programs, the middle class has benefited disproportionally from social security transfers and are increasingly opting out from government services. Central to the region's prospects of continued progress will be its ability to harness the new middle class into a new, more inclusive social contract, where the better-off pay their fair share of taxes, and demand improved public services.

The main driver behind this sea change in bilateral relations has been economic complementarity, with resource-rich countries in Latin America exporting primary goods to the Asian giants' growing market and China exporting manufactured goods back into the region. In recent years, Sino–Latin American relations have matured considerably, becoming far more nuanced and multifaceted than ever before. India is a relatively new player in the region, but has slowly strengthened its ties. As one of Asia's largest markets, it offers interesting parallels to the Chinese case. It shows the impact of Korean content in South Africa. Ute Fendler holds the chair of Romance and Comparative Literary and Cultural Studies at the University of Bayreuth. She is the deputy spokesperson of the Cluster of Excellence "Africa Multiple. Her research interests cover literature and film cultures of the Caribbean, West Africa, the Indian Ocean, and South America. Yongkyu Chang is a professor at Hankuk University of Foreign Studies in South Korea and teaches in the Division of African Studies and Graduate School of International Area Studies. He earned his Ph.D. in Anthropology at KwaZulu-Natal University in South Africa and researched various social and cultural issues across Africa. He has expertise in African belief systems and currently working on a project exploring spirit possession in Zanzibar.

Book excerpt: In African Motors, Joshua Grace examines how Tanzanian drivers, mechanics, and passengers reconstituted the automobile into a uniquely African form between the late 1800s and the early 2000s. Drawing on hundreds of oral histories, extensive archival research, and his ethnographic fieldwork as an apprentice in Dar es Salaam's network of garages, Grace counters the pervasive narratives that Africa is incompatible with technology and that the African use of cars is merely an appropriation of technology created elsewhere. Although automobiles were invented in Europe and introduced as part of colonial rule, Grace shows how Tanzanians transformed them, increasingly associating their own car use with maendeleo, the Kiswahili word for progress or development. Focusing on the formation of masculinities based in automotive cultures, Grace also outlines the process through which African men remade themselves and their communities by adapting technological objects and systems for local purposes. Ultimately, African Motors is an African-centered story of development featuring everyday examples of Africans forging both individual and collective cultures of social and technological wellbeing through movement, making, and repair.
