Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 percent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 percent higher if barriers to mobility were reduced for skilled workers, and an additional 29 percent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.

This volume brings together a unique collection of bottom-up accounts of the work and life of locally mobile workers who are highly representative in their countries and throughout the region: contractual farmers in Laos, miners, young urban workers in services, construction workers in Indonesia, Filipino shoemakers, and Vietnamese factory workers. The chapters focus on these laborers' gendered ideas of work and life at large but also on the ideology of work they have constructed. In addition to telling these stories, the contributors analyze how ill-defined mobile work leads to lives of structural and symbolic precariousness. In different ways, precarization is questioned as a specific gendered economic policy within neoliberal contexts. The workers' reflexive considerations of their makeshift life projects lead to descriptions of embodied forms of resilience and creativity, however diverse. Migration out of rural areas creates new forms of class mobility, familial relations, production processes and income. Migration into rural areas creates a new and sometimes marginalized workforce, contestation over resource access, and the juxtaposition of culturally different groups. At the same time, everyday mobility stretches the spatial boundaries of village and family life. The bounded space of the village is no longer adequate to understand the dynamics that are driving (and resulting from) rural social change. This collection of original studies explores the cultural, economic and environmental dimensions of intensifying migration and mobility in rural Southeast Asia at multiple scales. Diverse processes are explored including rural-urban flows, rural-rural movement, everyday mobilities, and international migrations into regional and global labour markets. Drawing on fieldwork in six countries across the region, these essays also explore what migration means for our understanding of class, citizenship, gender and the state in a rapidly changing part of the world. Countries that were low-income a generation ago successfully integrated into the global value chain, exploiting their labor-cost advantage. In 1990, the region held about a third of the world’s labor force. Leveraging this comparative advantage, the share of global GDP of emerging economies in East Asia Pacific grew from 7 percent in 1992 to 17 percent in 2011. Yet, the region now finds itself at a critical juncture. Work and its contribution to growth and well-being can no longer be taken for granted. The challenges range from high youth inactivity and rising inequality to binding skills shortages. A key underlying issue is economic informality, which constrains innovation and productivity, limits the tax base, and increases household vulnerability to shocks. Informality is both a consequence of stringent labor regulations and limited enforcement capacity. In several countries, de jure employment regulations are more stringent than in many parts of Europe. Even labor regulations set at reasonable levels but poorly implemented can aggravate the market failures they were designed to overcome. This report argues that the appropriate policy responses are to ensure macroeconomic stability, and in particular, a regulatory framework that encourages small- and medium-sized enterprises where most people in the region work. Mainly agrarian countries should focus on raising agricultural productivity. In urbanizing countries, good urban planning becomes critical. Pacific island countries will need to provide youth with human capital needed to succeed abroad as migrant workers. And, across the region, it is critical to ‘formalize’ more work, to increase the coverage of essential social protection, and to sustain productivity. To this end, policies should encourage mobility of labor and human capital, and not favor some forms of employment - for instance, full-time wage employment in manufacturing - over others, either implicitly or explicitly. Policies to increase growth and well-being from employment should instead reflect and support the dynamism and diversity of work forms across the region.

Shifts in priorities in housing, occupation and education as family circumstances change affect the way they deploy their limited financial resources, while home fires and job lay-offs make it necessary for poor communities to accommodate frequent changes of residence and variations in production and consumption. People with limited resources are extremely sensitive to uncertainty. Living with Risk examines how lower class communities in the inner city and the urban fringe of Bangkok view their employment prospects and living conditions, and how they manage risk. The author draws on two case studies, one considering the situation of women who became self-employed after losing factory jobs during Thailand's economic restructuring in the late 1990s, and the second a community displaced by a devastating fire. The book's detailed examination of the dynamics of the informal economy makes a substantial contribution to the literature on development economics in urban areas.
