Book excerpt: Mobile phone coverage has expanded considerably throughout the developing world, particularly within sub-Saharan Africa. Existing evidence suggests that increased access to information technology has improved agricultural market efficiency for consumer markets and certain commodities, but there is less evidence of its impact on producer markets. Building on the work of Aker (2010), this paper estimates the impact of mobile phone coverage on producer price dispersion for three commodities in Niger. The results suggest that mobile phone coverage reduces spatial producer price dispersion by 6 percent for cowpea, a semi-perishable commodity. These effects are strongest for remote markets and during certain periods of the year. The introduction of mobile phone coverage has no effect on producer price dispersion for millet and sorghum, two staple grains that are less perishable and are commonly stored by farmers. There are no impacts of mobile phone coverage on traders' gross margins or producer price levels, but mobile phone coverage is associated with a reduction in the intra-annual price variation for cowpea. These results are potentially explained by the fact that farmers engage in greater storage for storable commodities such as millet and sorghum.

Book excerpt: Taking advantage of Ghana’s gradual extension of cellphone towers in the early 2000s, we analyze the wealth effects of cellphone coverage expansion in a developing country setting using a difference-in-differences (event study) research design. We proxy local wealth using night-time light density over 1996–2016 and an asset ownership-based index from the 2000 and 2010 censuses. We find that cellphone coverage expansion significantly r raised wealth in Ghana. We then explore possible downstream effects of cellphone coverage expansion on electoral outcomes. We find no evidence that better off citizens reward incumbents, either in presidential or parliamentary elections. Using Afrobarometer survey data, this null finding appears to be because citizens do not give the government credit for economic improvements that are due to decisions made by private telecommunications companies. Further, increases in cellphone coverage significantly decrease vote-buying, which may be due to voters being harder to buy off when they are better off.

Book excerpt: Adoption of quality-enhancing technologies is often driven largely by farmers’ expected returns from these technologies. Without proper grades, standards, and certification systems, however, farmers may remain uncertain about the actual financial return associated with their quality-enhancing investments. This report summarizes the outcomes of a short video-based randomized training intervention on wheat quality measurement and collective marketing among 15,000 wheat farmers in Ethiopia. Our results suggest that the intervention led to significant changes in farmers’ commercialization behaviors—namely, it prompted farmers to adopt behaviors geared toward assessing their wheat’s quality using easily implementable test-weight measures, assessing the accuracy of the equipment used by buyers in their kebeles (scales, in particular), and contacting more than one buyer before concluding a sale. The training also led to improvements in share of output sold, price received, and collective marketing, albeit with important limitations. First, farmers who measured their wheat quality received a higher price, but only if their wheat was of higher quality. Second, farmers who found that their wheat was of higher quality were more reluctant to aggregate their wheat (that is, sell their products through local cooperatives) than those who found that their wheat was of lower quality. Lastly, the training intervention led to better use of fertilizer in the following season. Our discovery that a short training intervention can significantly change farmers’ marketing and production behavior should encourage the development of further interventions aimed at enhancing farmers’ adoption of improved technologies and commercialization.

Book excerpt: This paper presents results from a framed field experiment in which participants make decisions about extraction of a common-pool resource, a community forest. The experiment was designed and piloted as both a research activity and an experiential learning intervention during 2017-2018 with 120 groups of resource users (split by gender) from 60 habitations in two Indian states, Andhra Pradesh and Rajasthan. We examine whether local beliefs and norms about community forest, gender of participants, within-experiment treatments (non-communication, communication, and optional election of institutional arrangements (rules)) and remuneration methods affect harvest behaviour and groups’ tendency to cooperate. Furthermore, we explore whether the experiment and subsequent community debriefing had learning effects. Results reveal a “weak” Nash Equilibrium in which participants harvested substantially less than the Nash prediction even in the absence of communication, a phenomenon stronger for male than female participants in both states. For male groups in both states, both communication and optional rule election are associated with lower group harvest per round, as compared to the reference non-communication game. For female groups in both states, however, communication itself did not significantly slow down resource depletion; but the introduction of optional rule election did reduce harvest amounts. For both men and women in Andhra Pradesh and men in Rajasthan, incentivized payments to individual participants significantly lowered group harvest, relative to community flat payment, suggesting a possible “crowding-in” effect on pro-social norms. Despite the generally positive memory of the activity, reported actual changes are limited. This may be due to the lack of follow-up with the communities between the experiment and the revisit. The fact that many of the communities already have a good understanding of the importance of the relationships between (not) cutting trees and the ecosystem services from forests, with rules and strong internal norms against cutting that go beyond the felling of trees in the game, may have also meant that the game did not have as much to add. Findings have methodological and practical implications for designing behavioral intervention programs to improve common-pool resource governance.

Book excerpt: A popular myth about the travails of Africa holds that the continent's long history of poor economic performance reflects the inability of its leaders and policymakers to fulfill the long list of preconditions to be met before sustained growth can be achieved. These conditions are said to vary from the necessary quantity and quality of physical and human capital to the appropriate institutions and business environments. While intellectually charming and often elegantly formulated, that conventional wisdom is actually contradicted by historical evidence and common sense. It also suggests a form of intellectual mimicry that posits a unique path to prosperity for all countries regardless of their level of development and economic structure. In fact, the argument underlining that reasoning is tautological, and the policy prescriptions derived from it are fatally teleological: low-income countries are by definition those where such ingredients are missing. None of today's high-income countries started its growth process with the "required" and complete list of growth ingredients. Unless one truly believes that the continent of Africa-and most developing countries-are ruled predominantly if not exclusively by plutocrats with a high propensity for sadomasochism, the conventional view must be re-examined, debated, and questioned. A key reason was the substitution of capital for labor in response to nonagricultural labor demand. In addition, family labor wasmore efficient than hired labor in the 1982–1999 period, but not during the 1999–2008period.In line with labor market imperfections as a key factor, separability of labor supply and demand decisions cannot be rejected in the second period,except in villages with very low nonagricultural labor demand.

Yet, despite the enormous importance of these areas for reducing global poverty and food insecurity, there is relatively little research examining how agricultural value chains, crucial for assuring food security, respond and adapt to such contexts. This paper analyzes Myanmar’s rice value chain–its most important staple crop and largest value chain–during the economic collapse and political instability caused by a military coup in early 2021. It relies on unique data collected with a large sample of rice retailers and millers before and after the coup. Despite many challenges in the rice value chain after the coup, such as banking and transport, rice processing and trade continued, assuring availability of rice in most retail markets and illustrating the resilience of the value chain to a major shock. While processing margins were mostly stable, an increased distribution margin (between rice millers and retailers) led to 11 percent higher average retail prices after the coup, implying welfare costs of almost USD 500 million. Using a market-pair regression method, we find that localized violence near sellers and buyers, distances traveled, and distance of vendors from international borders are associated with significantly increased rice price dispersion between rice retailers and mills. Despite the amalgam of problems to address in such settings, prioritizing the easing of transport restrictions, stabilizing fuel prices, and facilitating safe spatial arbitrage of food products would likely help prevent further food price inflation, assure higher farm prices, and improve welfare.

Book excerpt: Developing countries apply numerous sector-specific taxes to telecommunications, whose buoyant revenues and formal enterprises provide a convenient “tax handle”. This paper explores whether there is an economic rationale for sector-specific taxes on telecommunications and, if so, what form they should take to balance the competing goals of promoting connectivity and mobilizing revenues. A survey of the literature finds that limited telecoms competition likely creates rents that could efficiently be taxed. We propose a “pecking order” of sector-specific taxes that could be levied in addition to standard income and value-added taxes, based on capturing rents and minimizing distortions. Taxes that target possible economic rents or profits are preferable, but their administrative challenges may necessitate reliance on service excises at the cost of higher consumer prices and lower connectivity. Taxes on capital inputs and consumer access, which distort production and restrict network access, should be avoided; so should tax incentives, which are not needed to attract foreign capital to tap a local market.
