Book excerpt: The Committee reported in 2007 (17th report session 2006-07, HL paper 79-I, ISBN 9780104010549) on the proposal from the European Commission to introduce a price cap on voice roaming charges for using mobile phones across the EU. The Regulation was adopted in June 2007, and in September 2008 the Commission proposed amending it. This report examines the proposed amendments which cover caps for text message roaming and data roaming (downloading internet content to a mobile device such as a laptop or mobile phone). The Committee feels the Commission should gather more evidence to support the proposals. The sunset clause, whereby the regulation remains in force for the minimum time required (the proposal is to amend this to 2013), is still supported by the Committee, but it must be combined with better data collection as such data is critical to reviewing the effectiveness of the Regulation. The Committee is concerned at the extension of the regulation to text message and data roaming so soon after it came into effect for voice roaming, when it has not yet proved to be effective for voice roaming and without a robust evidence base. It believes that the text message and data roaming charges are likely to be excessive.

Book excerpt: This report looks at the proposal from the European Commission to introduce a price cap on roaming charges for using mobile phones across the EU. It concludes that there is evidence of a market failure in roaming charges and, because the service is cross-border in nature, it is appropriate for action to be taken at the Community level. However the Committee has some reservations about the Commission's proposal and favour regulation at the wholesale end rather charges to the retail customer. It thinks that regulation based on the average wholesale price would allow companies to offer a range of charges, provide a competitive framework and avoid market rigidities. The Committee believes the regulation should apply for a minimum amount of time and there should be a 'sunset clause'. The proposals are limited to voice messages but there are also market abuses in data roaming and the Commission should consider extending the regulations to these services.

Ending roaming charges was a key foundation of the EU's Digital Single Market, and an important step in building an accessible, sustainable digital society for all citizens. After many years of work, on June 15, 2017 the EU achieved this objective: mobile roaming charges for calling, sending text messages and mobile Internet no longer apply when citizens use their mobile phone in another EU country. Citizens are now able to make use of these mobile services for the same price that they would pay if they were at home. In 2017 a survey was commissioned by the European Commission to measure awareness about the abolition of roaming charges, and the impact this has had on citizens' mobile use when travelling. This current survey follows on from the one in 2017, to assess the impact this change has had one year later. It covers the following: - Travel within the EU in the last 12 months; - Awareness of the end of roaming charges; - Perceived benefits of the end of roaming charges; - Perceived costs of roaming amongst non-travellers; - The use of mobile phone services in other EU countries, including steps taken to restrict use. Comparisons will be made with the results of the previous survey.
