In 1972 he painted "Planting of Trees", a pleasant picture rendered slightly unreal through the use of color, which because of its departure from the approved socialist realist doctrine, soon became a pretext for ordering him to work in a poultry processing plant, where his main task was hauling sacks. In the evenings he secretly created a series of drawings documenting the life of the workers (the "Poultry" series, 1975-76), harrowing in their raw realism. In the 1990s, seeking a path back to painting, Hila carefully observed life evolving after the fall of Enver Hoxha's regime and tried to depict the realities of the Albanian transformation. That basic result has been known since 1785, when Condorcet published his famous jury theorem. But that theorem has typically been dismissed as little more than a mathematical curiosity, with assumptions too restrictive for it to apply to the real world. In An Epistemic Theory of Democracy, Goodin and Spiekermann propose different ways of interpreting voter independence and competence to make jury theorems more generally applicable. They go on to assess a wide range of familiar political practices and alternative institutional arrangements, to determine what constellation of them might most fully exploit the truth-tracking potential of majoritarian democracy. The book closes with a discussion of how epistemic democracy might be undermined, using as case studies the Trump and Brexit campaigns.

Book excerpt: The majority of policymakers, academics, and members of the general public expected British citizens to vote to remain in the European Union in the 2016 referendum. This perception was based on the well-established idea that voters don't like change or uncertainty. So why did the British public vote to take such a major economic risk? Framing Risky Choices addresses this question by placing the Brexit vote in the bigger picture of EU and Scottish independence referendums. Drawing from extensive interviews and survey data, it asserts that the framing effect – mobilizing voters by encouraging them to think along particular lines – matters, but not every argument is equally effective. Simple, evocative, and emotionally compelling frames that offer negativity are especially effective in changing people's minds. In the Brexit case, the Leave side neutralized the economic risks of Brexit and proposed other risks relating to remaining in the EU, such as losing control of immigration policy and a lack of funding for the National Health Service. These concrete, impassioned arguments struck an immediate and familiar chord with voters. Most intriguingly, the Remain side was silent on these issues, without an emotional case to present. Framing Risky Choices presents a multi-method, comparative, state-of-the-art analysis of how the Brexit campaign contributed to the outcome. Uncovering the core mechanism behind post-truth politics, it shows that the strength of an argument is not its empirical validity but its public appeal.

Book excerpt: Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.
