Book excerpt: When recession-plagued New York City abandoned its industrial base in the 1970s, performance artists, photographers, and filmmakers found their own mixed uses for the city's run-down lofts, abandoned piers, vacant lots, and deserted streets. Gordon Matta-Clark turned a sanitation pier into the celebrated work Day's End and Betsy Sussler filmed its making; the photographic team Shunk-Kender shot a vast series of images of Willoughby Sharp's Projects: Pier 18 (which included work by Vito Acconci, Mel Bochner, Dan Graham, Matta-Clark, and William Wegman, among others); and Cindy Sherman staged some of her Untitled Film Stills on the streets of Lower Manhattan. Mixed Use, Manhattan documents and illustrates these projects as well as more recent work by artists who continue to engage with the city's public, underground, and improvised spaces. The book (which accompanies a major exhibition) focuses on several important photographic series: Peter Hujar's 1976 nighttime photographs of Manhattan's West Side; Alvin Baltrop's Hudson River pier photographs from 1975-1985, most of which have never before been shown or published; David Wojnarowicz's Rimbaud in New York (1978-1979), the first of Wojnarowicz's works to be published; and several of Zoe Leonard's photographic projects from the late 1990s on. The book includes 70 color and 130 black-and-white images, a chronology of the policy decisions and developments that altered the face of New York City from 1950 to the present; an autobiographical story by David Wojnarowicz; and essays by Johanna Burton, Lytle Shaw, Juan Suarez, and the exhibition's curators, Lynne Cooke and Douglas Crimp.

Artist and writer David Wojnarowicz was right in the heart of it, documenting his experiences in journal entries, poems, photographs, films, and large-scale, site-specific projects. In Cruising the Dead River, Fiona Anderson draws on Wojnarowicz’s work to explore the key role the abandoned landscape played in this explosion of queer culture. Anderson examines how the riverfront’s ruined buildings assumed a powerful erotic role and gave the area a distinct identity. By telling the story of the piers as gentrification swept New York and before the AIDS crisis, Anderson unearths the buried histories of violence, regeneration, and LGBTQ activism that developed in and around the cruising scene.

The team also included HR&A Advisors, Inc., FXFOWLE Architects, WXY Studio, Sive, Paget & Riesel P.C., AKRF, Inc., Ocean and Coastal Consultants, and Jesse M. Keenan (the “Study Team”). The Feasibility Study focused on an approximately 1.3-mile span of the eastern edge of Manhattan, from the Battery Maritime Building to Pier 35 (the “Study Area”). The Feasibility Study also analyzed adjacent areas that would be integral to a comprehensive flood protection solution for Southern Manhattan. The Feasibility Study concluded that: 1) An multi-protection levee (MPL) is technically feasible in the Study Area and will not induce flooding either in adjacent neighborhoods or across the East River. 2) An MPL is legally feasible within the existing regulatory framework. However, the required permitting/approvals processes will be complex and lengthy. 3) An MPL is financially feasible and could not only be self-financing, but could also help finance complementary flood protection investments in Southern Manhattan. The MPL options and conceptual development programs evaluated within the report were defined for feasibility analysis purposes; the findings within do not comprise a development proposal. The process to articulate, assess, and advance an actual development proposal for an MPL will be long and complex, and will require extensive local stakeholder engagement and coordination. The commitment to effectively address the known climate change risks must remain as the core driver of that process, especially regarding all future work that builds upon and follows up on this Feasibility Study. https://doi.org/10.5281/zenodo.5246133

The authors begin with a broad review of the history of Bushwick and Brooklyn, from before the earliest European settlements of the 1600s, through the 18th and 19th centuries and up the 1960s. Chapter Two begins by tracing the steep decline of the community, which culminated in catastrophic fires and looting in the wake of New York’s electrical blackout of 1977 and goes on to describe the beginnings of urban planning and renewal efforts which launched the recovery of Bushwick in the 1980s to early 2000s. Chapter Three steps back from the immediacy of the community to discuss urban change from a theoretical perspective. The authors outline advances in ‘sustainable urban planning’ and describe how these apply to Bushwick and the wider Brooklyn community. Chapter Four offers a detailed examination of the intent and function of New York’s community board planning system, known as the Charter 197-a program. In Chapter Five the authors examine the 197-a planning process and its application in the areas of Bushwick, Williamsburg and Greenpoint in Northeast Brooklyn; Brooklyn Downtown and in Southeast Brooklyn including Coney Island. The following chapter examines a number of innovative Bushwick high schools that offer practical experience in urban planning. Meanwhile, preservationists often respond with a counterproductive stance that rejects virtually any change in the landscape. In The Working Landscape, Peter Cannavò identifies this zero-sum conflict between development and preservation as a major factor behind our contemporary crisis of place. Cannavò offers practical and theoretical alternatives to this deadlocked, polarized politics of place by proposing an approach that embraces both change and stability and unifies democratic and ecological values, creating a "working landscape." Place, Cannavò argues, is not just an object but an essential human practice that involves the physical and conceptual organization of our surroundings into a coherent, enduring landscape. This practice must balance development (which he calls "founding") and preservation. Based on my experience as a plan examines for all building documentations, I find that is necessary a reform and improvement of the plan examination and approval process, in all boroughs of this big city of N.Y. Because the architects and engineers have the best knowledge of their documentations, I have realized that their help is the most necessary to the real improvement of the verification process. We have to help them in this hypothesis, I considered necessary to create a DATA BASE of guidelines realized for different building types, which will be a computerized flexible tool for all review and approved process, which can be updated all the time in the future, by adding new guidelines to the existing ones, with the new and specific requirements regarding new zoning resolutions, new code articles, new memorandums and criteria’s issued by the city department for the best development of this great city. This was the fundamental idea for the creation a DATA BASE of guidelines, which will help from the beginning of the process of creation of technical documentations, and after, in the long process of verification and approval, for the execution of buildings in the city. Certainly this collection of guidelines proposed in my 2 volumes, does not include all of the possible building types, zoning and code resolutions, but in my opinion and based on my experience is the most important tool in this complex process of approval of new investments. This tool can be used not only by designers of the documentations, but by the expediters, plan examiners, contractors, and finally by the owners of the investments. These two books will be a unified procedure for all the factors which contribute to the realization of investments. I consider to mention and other benefits realized by this written DATA BASE: • A reduced work load in the department of building • A uniform approach for all 5 boroughs in the verification and approval process • A reduction of time for verification and approval • An improvement in the quality of documentations presented for verification and approval • The use of self certification will be increased by the confidence of designers for their documentations • A remarkable reduction of people involved in this complex process • A sensible reduction of the investment costs.
