Mixed use development as a new theory claims to have the solutions to the urban issues associated with single use development. However, mixed used developments have been criticized for also failing to address their purported claims. This research focuses on analyzing and evaluating the tenets of mixed-use development to determine whether claims of accommodating mixed-income residents, increased density, improved racial diversity, provision of affordable housing, and improved employment trends are achieved. In doing so, 632 single use Block Groups and 84 mixed-use development Block Groups that are located in majority of larger metropolitan areas of the US cities examined. The study employs a number of techniques including regression and other statistical analysis. The results were mixed. Density issues were not found to be different between single use areas and mixed use areas. On the other hand, affordability, employment and mixed-income issues were better accommodated in mixed use areas than in single use areas.

A study by the ULI Terwilliger Center for Housing assesses and illustrates the economics of the most common approach: inclusionary zoning (IZ). Through IZ, cities require or encourage developers to create below-market rental apartments or for-sale homes in connection with the local zoning approval of a proposed market-rate development project. This study-based on in-depth analytic modeling, an extensive literature review, and interviews with developers and other land use experts-provides such advice on what incentives work best in which development scenarios. The study's purpose is to enable policy makers to better understand how an IZ policy affects real estate development and how to use the necessary development incentives for IZ to be most effective.

The principles of this approach to development are applied throughout the world and have seen a resurgence in the last several decades as part of the rise of populist movements such as smart growth and new urbanism. At the same time, cities across the industrialized world have been reshaped within the broader context of fundamental restructuring in the labour market over the past several decades. The urban core of the post-industrial city has increasingly become the site of residential development amongst various complementary land uses, marketed to an upwardly mobile professional class. Who benefits from this kind of mixed-use development in the housing market? Despite its popularity, mixed-use development is not often examined with regard to the affordability of housing. This study explores the affordability of housing in areas zoned as mixed-use in the old City of Toronto in relation to shifts in the occupational structure of the city's workforce between 1991 and 2006. Using census data and spatial analysis methods, the cartographic and analytical outputs of this study demonstrate two major findings: first, that housing in mixed-use areas was more expensive than the rest of the city over the study period; and second, that socioeconomic polarization between classes of occupations is not only evident in mixed-use areas, but in some ways more pronounced than in the rest of the city. Based on these findings, the study concludes with a realistic assessment of why and how academics, practitioners and policymakers active in urban planning should step up efforts to couple the revitalization of Toronto's urban core with gains to the affordability of housing.
