Book excerpt: This research overview provides the key messages arising from two related projects investigating tertiary education institutions that have recently begun to offer tertiary programs outside the sector of their initial establishment and the sector of the majority of their enrolments. These are TAFE institutes offering higher education programs, universities offering vocational education programs, and private providers offering both. Both projects sought to understand the nature and focus of mixed-sector provision: why institutions want to offer both vocational and higher education programs; how this provision is perceived by participants, particularly students and teachers; the kinds of pathways to work and further study that are possible; the benefits of this provision as well as problems with its delivery; and how quality may be ensured. The projects involved 159 interviews in 15 institutions in six states or territories. The following are overview messages from the two projects: (1) One tertiary education sector is emerging, but it is hierarchical and stratified; (2) While as yet there is still no coherent national policy on tertiary education, elements have been established recently which may in time develop into a coherent group of national institutions of tertiary education; (3) Knowledge of tertiary education and evaluation of its performance are limited by inconsistent, incomplete and, in some areas, missing data; (4) Higher education scholarship requirements are vaguely expressed, poorly understood and inconsistently implemented; (5) Individual institutions are not well resourced to support their minority sector alone--sector-wide support is needed; and (6) As the sectors become increasingly blurred, a more sophisticated understanding of vocational education will be needed. Although there are specific reasons for its appearance in each system, there is also a significant degree of commonality in the context and purposes surrounding the rise of private higher education as an important factor in many systems. The analysis of private higher education has tended to be focused at the national level, often highlighting national peculiarities and variations. In this volume the authors move forward by proposing a unifying and coherent, but flexible, theoretical framework that may be applied in different countries and diverse systems. Hence, the overall goal of this book is to provide a framework for a better understanding of the public-private mix of higher education and a set of policy guidelines in dealing with the expansion of private higher education from a comparative perspective. This analytical framework will be applied to four case-studies (Pakistan, Portugal, South Korea and Uruguay). These cases illustrate the diversity of contexts in the development of private higher education, though they also highlight important commonalities. Based on that analysis, we present some general recommendations to build a more effective policy-framework that takes advantage of the private sector in order to fulfill better the missions of the higher education system.

Book excerpt: This book provides an overview of the growth of the private higher education sector in China and in addition provides an analysis of some of the key drivers of this growth and impediments to it. What is new about the book is that it combines the results of a series of interviews with work that is more quantitative in nature. The book is of use to not only those engaged in academic research but also those who more generally wish to know more about an educational sector that is growing in importance. The most obvious factors promoting expansion of this sector have been the growth in per capita incomes, higher levels of participation in secondary school education, the strong growth in demand for graduates and the inability of the public sector to keep pace with demand. All of these factors intermingled with the involvement of government regulation. This regulation, however, is not uniform across all of China given the different provincial government departments of education that are also involved in dealing with private higher education institutions. In particular, this book looks at the way in which the Chinese government’s regulatory framework (both national and provincial) influenced the development of the sector and the way in which it operates, especially the private higher education component of that sector. The analysis undertaken finds that there is a link between regulation and the private higher education sector growth and a link between the funding of the government sector. The more intense regulation was, and the more funds provided to the state sector, the less scope there was for the private sector to expand. Growth of the private sector, therefore, did not just depend upon rising demand for higher education overall, but also to a fair degree of tolerance on the part of government. Much of this work, in subsequent years, has been supported by the further changes that have been undertaken in the Chinese higher education sector. Over the years, the growth of the Chinese higher education sector has stabilised, as has the private segment of this sector.

In 2009 a bunch of friends gathered in Portugal for a conference that was to precede TAKE. In 2011 we repeated. Then, after a strange sequence of events, we finally organized TAKE for the first time in 2015 in Aveiro, followed by Zagreb, Poznan and now Vienna. Florian Kragulj was in the first TAKE in Aveiro and from the start showed the highest level of enthusiasm and professionalism in the event. These characteristics were kept alive during all the 15 or so months during which we organized TAKE 2019. That this edition of TAKE involves several entities linked with academia, i.e. WU Vienna University of Economics and Business, the Austrian Economic Chamber and the Institute for Applied Research on Skilled Crafts and Trades (IAGF). This in itself a big success and a sign of the Conference improvement. Also, we may see, by analysing the papers and in particular the streams, that TAKE has been following the economic times, and this year we have several papers on the Gig Economy. Only good conferences adjust, the others get stuck in time. And success in Conferences is about teams. And in TAKE that team, is indeed, a very large group of people including the co-chairs, the local organizing team, the material organizers (Book of Abstracts and Proceedings), the stream leaders, and the paper reviewers – without all these persons nothing could have been done. And finally we had to depend on the authors, and their willingness to work with us. Without the work of these large dozens of devoted and skilled people TAKE 2019 would not have existed. May I also mention that this time and with Florian’s impulse and skill the organization of TAKE was improved in technological terms – in short we became techno – we used a website to deliver the mail list, a website to receive the scientific material and another website to receive the fees. All these were investments that eventually paid of, and that will guarantee a more stable organization for TAKE in the future. And we owe it to Florian. However, as the Human Resource Development part of TAKE (and more than anyone Gary Mc Lean) would remind us – “We are humans, Eduardo”, and technology helps, but in the end, is attention to detail, capacity to deal with the bizarre and to accommodate the weirdness making sometimes the impossible possible that differentiates a good conference, made doing things right, from an excellent conference, based in doing the right things. And on this last matter, believe me, we in TAKE are among the best in the world, because apart from being outstanding scholars, and good colleagues, we are an amazing group of friends, and friendship is the best way to turn good conferences into outstanding ones.
