Available in PDF, EPUB and Kindle. Book excerpt: Books begin as ideas. The suggestion for this one came from my mentor and friend, Hajo Holborn of Yale University. To him I am indebted for a series of challenging and rewarding experiences in the study of history. This work started as a routine dissertation on a limited subject, developed into a rejection of several generally accepted notions about German history, and finally opened out upon some broader perspectives of the modern Western world. In pursuing my topic I have tried to remain consistent and true to a fundamental conviction: that ideas cannot be dissociated from the men and situations that give birth to them, or from the changing characteristics of later men and later situations that use or affect the earlier ideological heritage. Politics by slogan is an aspect of man's activity that has its obvious, serious defects. These imperfections become more menacing when they are enshrined as history by slogan in the service of whatever cause. To counteract this tendency I have tried to tie the ideas of mid European integration clearly to specific persons or situations at every stage of development. Without such anchorage ideas will billow into slogans or evaporate into loose generalizations.

Although much has been written about the virulently racist and anti-communist ideologies of the Nazi party, this is the first book to treat Nazi imperialism as a separate ideology and set it within a sturdy theoretical framework. Smith contends that Nazi imperialism represented the last, ambitious attempt to integrate two century-old ideologies--the elite, pro-industrial Weltpolitik and the popular-based, pro-agrarian Lebensraum--into a single system. In fact, Smith argues that it was largely the way in which the Nazis attempted to reconcile these contradictory ideologies that explains Germany's disastrous policies during World War II. This wide-ranging study also contributes to the debates over several other aspects of German history, including German military aims in World War II, the continuity--or discontinuity--of German policy from Bismarck to Hitler, and the relation between ideology and social-political life.

In Pax Economica, historian Marc-William Palen shows that free trade and globalisation in fact have roots in nineteenth-century left-wing politics. In this counterhistory of an idea, Palen explores how, beginning in the 1840s, left-wing globalists became the leaders of the peace and anti-imperialist movements of their age. By the early twentieth century, an unlikely alliance of liberal radicals, socialist internationalists, feminists, and Christians envisioned free trade as essential for a prosperous and peaceful world order. Of course, this vision was at odds with the era’s strong predilections for nationalism, protectionism, geopolitical conflict, and colonial expansion. Palen reveals how, for some of its most radical left-wing adherents, free trade represented a hard-nosed critique of imperialism, militarism, and war. Palen shows that the anti-imperial component of free trade was a phenomenon that came to encompass the political left wing within the British, American, Spanish, German, Dutch, Belgian, Italian, Russian, French, and Japanese empires. The left-wing vision of a “pax economica” evolved to include supranational regulation to maintain a peaceful free-trading system—which paved the way for a more liberal economic order after World War II and such institutions as the United Nations, the European Union, and the World Trade Organization. Palen’s findings upend how we think about globalisation, free trade, anti-imperialism, and peace. Rediscovering the left-wing history of globalism offers timely lessons for our own era of economic nationalism and geopolitical conflict.
