And, a grand challenge in championing for this shift is effectively communicating natural hazard risks and the value of mitigating structures (to reduce those risks). Present tools for loss estimation overlook building-level variations in wind loading induced by the configuration of surrounding buildings, called neighborhood texture. By doing so, such tools under-estimate expected wind-related losses and under-value wind mitigation - significantly in densely built-up areas susceptible to adverse texture effects. In this thesis, those texture effects are incorporated into a widely recognized loss estimation framework. The impacts of local texture are approximated on the recurrence of wind loads on structures. And, in the case study, the benefits of mitigating are re-evaluated for the residential building stock of the hurricane-prone state of Florida - with a focus on five densely populated counties representing a range of exposure to wind-related hazards. Each home is individually assessed with its prevailing local texture evaluated and its occupancy and building characteristics probabilistically assigned. Mitigation measures considered include shutters, straps, and tie downs. For these mitigation measures, the model results yield annualized benefits of $8.1 billion statewide (80% higher than conventional estimates) ranging from $2.0 billion in Miami-Dade County to $56 million in Duval County (respectively, 90% and 100% higher than conventional estimates).

Book excerpt: On the evening of September 21, 1998, Hurricane Georges made landfall on Puerto Rico's east coast as a strong Category 2 hurricane. It traveled directly over the interior of the island, mainly in an east-west direction, and passed off Puerto Rico's west coast on September 22. Puerto Rico had not experienced a hurricane of this magnitude since Hurricane Hugo, a devastating Category 3 hurricane that passed over the northeast corner of Puerto Rico in a southeast to northwest direction in September 1989. On September 30, the Federal Emergency Management Agency's (FEMA) Mitigation Directorate deployed a Building Performance Assessment Team (BPAT) to Puerto Rico to assess damages caused by Hurricane Georges. The team included architects, engineers, planners, insurance specialists, and floodplain management specialists. The BPAT's mission was to assess the performance of buildings and other structures throughout Puerto Rico and make recommendations for improving building performance in future events. After an aerial assessment of the island, the BPAT conducted field investigations in selected areas affected by the storm. The field investigations of significantly damaged areas centered on the performance of single-family residential home construction. Isolated examples of success and failure in commercial buildings (primarily building envelope issues in high-rise buildings) and several essential facilities observed during field investigations were also documented. Commercial buildings were not investigated for compliance with current structural seismic guidelines. One- and two-family residential buildings, however, were investigated for their ability to sustain a seismic event. Seismic resistance of nonstructural elements was also observed. It is important to note that wind speeds experienced on the island were not of the strength to test the design of Puerto Rico's buildings. A more significant wind event striking Puerto Rico would likely have resulted in even more failures than were observed. A large number of residential buildings in Puerto Rico experienced structural damage from the high winds of Hurricane Georges. The BPAT concluded that while not all of the damage caused by Hurricane Georges could have been prevented, a significant amount could have been avoided if more buildings had been constructed to Puerto Rico's existing Planning Regulation 7 (building code). Additional damage could have been avoided if more buildings had been designed and constructed to current codes and regulations that address flood, wind, and seismic loads. Although the BPAT observed several examples of successful mitigation implementation, many buildings unfortunately received too little attention to mitigation. If effective mitigation efforts had been implemented more extensively in the design and construction of buildings, the widespread devastation of the hurricane would have been substantially reduced.

Comerio is interested in what happens in the weeks and months after such disasters, particularly in the recovery of damaged housing. Through case studies of six recent urban disasters—Hurricane Hugo in South Carolina, Hurricane Andrew in Florida, the Loma Prieta and Northridge earthquakes in California, as well as earthquakes in Mexico City and Kobe, Japan—Comerio demonstrates that several fundamental factors have changed in contemporary urban disasters. The foremost change is in scale, and as more Americans move to the two coasts, future losses will continue to be formidable because of increased development in these high-hazard areas. Moreover, the visibility of disasters in the news media will assure that response efforts remain highly politicized. And finally, the federal government is now expected to be on the scene with personnel, programs, and financial assistance even as private insurance companies are withdrawing disaster coverage from homeowners in earthquake- and hurricane-prone regions. Demonstrating ways that existing recovery systems are inadequate, Comerio proposes a rethinking of what recovery means, a comprehensive revision of the government's role, and more equitable programs for construction financing. She offers new criteria for a housing recovery policy as well as real financial incentives for preparedness, for limiting damage before disasters occur, and for providing a climate where private insurance can work. Her careful analysis makes this book important reading for policymakers, property owners, and anyone involved in disaster mitigation.

Book excerpt: In this paper we explore whether increased coastal building standards imposed by federal and state level initiatives are effective in mitigating losses to coastal property. We first examine if the coastal building code regime under which a property is constructed affects the likelihood of hurricane induced residential property damage. Then, for those properties which incur hurricane damage, we examine whether the extent of damage is explained by the relevant coastal building code regime. Our analysis shows that those properties built following coastal building code changes associated with the National Flood Insurance Program were more likely to sustain damage relative to similarly located pre-National Flood Insurance Program construction. For those damaged properties, we find the extent of damage is greater for post-National Flood Insurance Program construction, where damage is increasing in the required base flood elevation. Further investigation suggests wind, flood or a combination of both perils as the likely causes of damage for post-National Flood Insurance Program construction. Our findings raise concern regarding the effectiveness of federal and state mandated coastal building codes as ex-ante mitigation of property losses from hurricanes.
