Book excerpt: This thesis describes small-scale farming in Northern Namibia and estimates the impacts of HIV/AIDS on these small-scale farmers. The aim of this study is to quantify the impacts on farm households that can serve as basis for potential policy interventions for mitigating those impacts. The first part of the thesis describes the results of Farm Economic Household Surveys. The second part analyzes the impacts of HIV/AIDS on agricultural production systems. It is the first time that household demographics data are combined with agricultural data to model the impacts of HIV/AIDS on small-scale farmers. The study uses household level data and regression analysis to estimate the effects of adult mortality and health-related reduced labor supply on farm output. Four storylines and a set of sub-scenarios are defined to estimate the impacts of HIV/AIDS. The storylines are composed of HIV-related illness and AIDS-related deaths of household members by gender and migration status in combination with average household education and age change assumptions. For the worst case scenario, losses of livestock and off-farm income were also applied.

Book excerpt: This third part of the AWLAE series on HIV/AIDS and agriculture in sub-Saharan Africa focuses on the epidemic as a challenge to human development in general and rural development in particular. In the face of the impact of the epidemic as described in parts one and two of the series, the agricultural sector can play an important role in mitigating some of its effects. Strategies for agricultural intervention are of particular importance in sub-Saharan Africa, given the fact that most of the countries hardest hit by the epidemic are heavily reliant on agriculture. Different agricultural sector based mitigation strategies are discussed. It is further argued, however, that such interventions need to be complemented by interventions from the health and other sectors, in particular by treatment regimes including access to anti-retroviral drugs. The text is followed by an annotated bibliography.

Book excerpt: The Government of Zambia, through the Ministry of Agriculture and Cooperatives (MACO), has requested FAO Technical Cooperation Programme (TCP) assistance in awareness raising and capacity building of senior agriculture staff in the Ministry for addressing HIV/AIDS concerns and mitigating the negative impact of HIV/AIDS on agricultural production and household food security. Given the cross-cutting nature of HIV/AIDS, it is important to identify possible interventions that are within the mandate of MACO. Therefore, this document will outline an Integrated Framework for Mitigation that would guide future action by MACO. The mitigation framework has been developed on a pilot basis for Choma district, Southern Province and started with a stakeholders’ workshop in Choma. The output of the workshop were the following proposed mitigation strategies i) promote labour saving practices; ii) promote low labour- low risk commercial agro businesses; iii) enhance food security and nutrition among HIV/AIDS affected households; iv) support orphans and vulnerable children; and v) promote appropriate extension messages to vulnerable households. Based on these identified thematic areas, participatory planning workshops were organised in four communities. Data was collected from individuals and households–selected according to four household types: female headed households with orphans, male headed households with orphans, female headed households with people living with HIV/AIDS, and male headed household with people living HIV/AIDS.

Three decades after the disease was first recognized, the annual death toll from AIDS exceeds that from wars, famine and floods combined. Yet despite millions of dollars of aid and research, there has previously been little detailed on-the-ground analysis of the multifaceted impacts on rural people. Filling that gap, this book brings together recent evidence of AIDS impacts on rural households, livelihoods, and agricultural practice in sub-Saharan Africa. There is particular emphasis on the role of women in affected households, and on the situation of children. The book is unique in presenting micro-level information collected by original empirical research in a range of African countries, and showing how well-grounded conclusions on trends, impacts and local responses can be applied to the design of HIV-responsive policies and programmes.
