El plan formulado que se presenta a se ha estructurado en base a dos partes: 1.- Un Marco de referencia que permite contextualizar y ubicar la propuesta en terminos de los procesos que dan origen a al Plan; y, por otro lado, se hace una amplia exposicion y explicacion sobre la base o soporte conceptual o Enfoque de la Propuesta sobre la cual se estructura no solo la del Plan de Capacitacion, sino todo lo que fue y significo el proceso de concepcion, construccion y elaboracion del mismo. 2.- El contenido mismo del Plan (documento base) que incluye un punto inicial que es el soporte del plan o identificacion de empatias y vinculos con otros programas y estrategias de caracter nacional; los aspectos general del mismo (objetivos, enfoques y criterios de base), la estructura (tipo de formato segun publico meta) y bloques tematicos propuestos (contenidos), la metodologia para el desarrollo de los procesos de capacitacion (proceso, instrumento y/o herramientas y resultados esperados) y la estrategia de implementacion (fases, plazos y cronograma, coordinacion y gestion, presupueso y finaciamientos.

Se considera que como parte de la preparacion para tales situaciones es conveniente que todo gobierno lleve a cabo un amplio programa de capacitacion dirigido a administrar efectivamente las catastrofes con objeto de aminorar sus consecuencias, aparte de la elaboracion de planes operativos y acumulacion de datos y suministros. Desde 1984 el Departamento de Medicina Preventiva y Salud Publica de la Universidad Industrial de Santander-UIS-inicio su accion en materia de preparacion para desastres, que se continuo en 1985 con la realizacion de un Seminario-Taller regional en Bucaramanga. Se diseno inmediatamente un programa academico que establecio como objetivo el proporcionar a los estudiantes de salud preparacion en la materia asi como dotarlos de elementos que les permitan asumir una actitud preventiva ante los desastres. El contenido abarca aspectos de administracion sanitaria de emergencia con posterioridad a desastres, asi como otros temas medicos que a traves de un estudio critico-epidemiologico, contribuyen a la formacion integral de los estudiantes. En el proceso de ensenanza-aprendizaje juega un importante papel la metodologia participativa que mediante recursos como son la simulacion y el desarrollo de investigaciones y trabajos, proyecta el aspecto academico a otras esferas al servicio de la sociedad. Esto se complementa con asesorias, capacitacion a todo nivel y contribucion a la organizacion de la sociedad frente a los desastres(AU).

Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
