What does language have to do with state-building, and what impact might it have on democracy? This manuscript provides a longue durée explanation for policies toward language in Africa, taking the reader through colonial, independence, and contemporary periods. It explains the growing trend toward the use of multiple languages in education as a result of new opportunities and incentives. The opportunities incorporate ideational relationships with former colonizers as well as the work of language NGOs on the ground. The incentives relate to the current requirements of democratic institutions, and the strategies leaders devise to win elections within these constraints. By contrasting the environment faced by African leaders with that faced by European state-builders, it explains the weakness of education and limited spread of standard languages on the continent. The work combines constructivist understanding about changing preferences with realist insights about the strategies leaders employ to maintain power.

Book excerpt: This book examines how Great Britain, as a colonial power in Africa, organized and exercised control at the international and domestic level to advance British interests in Uganda and beyond. While this book is by no means an exhaustive study of the various modes of control that took hold in Uganda since its inception as a territorial state up to the period of juridical independence, it is hoped that its historiographical contributions to the post-colonial dispensation of Uganda will be threefold. First, it systematically sheds light on the combined influence of racist ideology, class, and politics in perpetuating informal imperial control in Uganda. Second, it demonstrates that consolidating informal imperial control has required externalizing the legitimacy of the Ugandan state. This suggests that African leaders not supported by external powers may be externally delegitimized and their position made untenable. Third, it demonstrates that the informal control imposed upon Africans by external powers, by removing incentives for internal legitimacy, encouraged violations of human rights as African leaders did not need to obtain the consent of their own people in order to remain in power. Furthermore, it advances the argument that democracy, the rule of law and the protection of human rights can be achieved in Africa if leaders enjoy internal legitimacy derived from the people. The various modes of control imposed by former masters over colonial and post-colonial states were not meant to protect African, but imperial interests.

Book excerpt: Aspects of Colonial Tanzanian History is a collection of essays that examines the lives and experiences of both colonizers and the colonized during colonial rule in what is today known as Tanzania. Dr. Mbogoni examines a range of topics hitherto unexplored by scholars of Tanzania history, namely: excessive alcohol consumption (the sundowners); adultery and violence among the colonial officials; attitudes to inter-racial sexual liaisons especially between Europeans and Africans; game-poaching; European settler vigilantism; radio broadcasting; film production and the nature of Arab slavery in Zanzibar. A particularly noteworthy case related to European vigilantism is examined: the trial of Oldus Elishira, a Maasai, for the murder of a European settler farmer in 1955. The victim, Harold M. Stuchbery, was speared to death when he attempted to "arrest" a group of Maasai young men who were passing through his farm. The event highlighted the differences in the concepts of justice held by Maasai and the imported justice systems from the colonizers. It also raised vexing questions about the colonial judge's acquittal of Oldus Elishira, while the Maasai who should have been satisfied with that decision decided to take it upon themselves to mete out an appropriate punishment to Elshira instead of total acquittal, and to compensate Mrs. Stuchbery for the death of her husband by giving her a number of heads of cattle.

The investigation, grounded in ethnographic research, uncovers the complex relationships between local and international culture brokers--all of whom are seeking to establish particular "modern" identities. They represent almost 40% of all primary school-aged children. This situation has come to be called the "global learning crisis" and it is one of the most critical challenges facing the world today. Work to address this situation depends on how it is understood. Typically, the global learning crisis and efforts to improve primary education are defined in relation to two terms: access and quality. This book is focused on the connection between them. Through a mixed-methods case study, it provides detailed, contextualized analysis of Ugandan primary education. As one of the first countries in Sub-Saharan Africa to enact dramatic and far-reaching primary education policy, Uganda serves as a compelling case study. With both quantitative and qualitative data from over 400 Ugandan schools and communities, the book analyzes grade repetition, private primary schools, and school fees, viewing each issue as an illustration of the connection between access to education and education quality. This analysis finds evidence of a positive association, challenging a key assumption that there is a trade-off or disconnect between efforts to improve access to education and efforts to improve education quality. Embracing the complexity of education systems, and focusing on dynamics where improvements in access and quality can be mutually reinforcing, can be a new approach for improving basic education in different contexts around the world.
