It focuses on Afghanistan during the Soviet occupation and after 2001, but also deals with virtually every single advisory mission from the 1920s on-wards, whether involving 'Eastern Bloc' countries or Western ones. The sections on Afghanistan are based on new research, while the sections covering other cases of advisory/mentoring missions are based on the existing literature. The authors highlight how large scale missions have been particularly problematic, causing friction with the hosts and sometimes even undermining their legitimacy. Small missions staffed by more carefully selected cadres appear instead to have produced better results. Overall, the political context may well have been a more important factor in determining success or failure rather than aspects such as cultural misunderstandings.

Book excerpt: The performance of the Army of the Republic of Vietnam (ARVN) at the Battle of Ap Bac, January 2, 1963, established a narrative that the South Vietnamese were unwilling to fight or lacked aggressiveness. At the time of the Battle of Ap Bac, the South Vietnamese had been receiving direct military aid from the US and under the tutelage of American advisors for over eight years. Lieutenant Colonel John Paul Vann was the senior US Army advisor present and remarked after the battle, “It was a miserable damn performance, just like it always is. These people won’t listen. They make the same mistake over and over again in the same way.” In the context of those comments, ARVN did not show an appreciable increase in combat effectiveness with years of direct American support. The larger narrative surrounding the battle indicates that the performance of ARVN was a harbinger for future challenges and setbacks in South Vietnam. This battle and subsequent evaluation of the ARVN attribute the cause for combat ineffectiveness was the South Vietnamese lacking leadership and not possessing the necessary fighting spirit. Is the evaluation that the outcome of the Battle of Ap Bac hinged on the ARVN’s lack of aggressiveness still valid when put in the broader cultural, social, and political context that existed at its birth?

This Global War on Terrorism (GWOT) Occasional Paper (OP) is a timely reminder for the US Army about the history we do not know, or at least the history we do not know well. The Army has recently embarked on massive advisory missions with foreign militaries in Iraq, Afghanistan, and elsewhere around the globe. We are simultaneously engaged in a huge effort to learn how to conduct those missions for which we do not consistently prepare. Mr. Robert Ramsey's historical study examines three cases in which the US Army has performed this same mission in the last half of the 20th century. In Korea during the 1950s, in Vietnam in the 1960s and 1970s, and in El Salvador in the 1980s the Army was tasked to build and advise host nation armies during a time of war. The author makes several key arguments about the lessons the Army thought it learned at the time. Among the key points Mr. Ramsey makes are the need for US advisors to have extensive language and cultural training, the lesser importance for them of technical and tactical skills training, and the need to adapt US organizational concepts, training techniques, and tactics to local conditions. Accordingly, he also notes the great importance of the host nation's leadership buying into and actively supporting the development of a performance-based selection, training, and promotion system. To its credit, the institutional Army learned these hard lessons, from successes and failures, during and after each of the cases examined in this study. However, they were often forgotten as the Army prepared for the next major conventional conflict. These lessons are still important and relevant today. In fact, prior to its publication the conclusions of this study were delivered by the author to several of the Army's current advisory training task forces.
