Book excerpt: This report presents an analysis of the flow-down of risk reducing and incentive provisions from prime contracts to selected, associated subcontracts for four major weapon systems: The XM1 tank, YAH-64 helicopter, Harpoon missile, and B-1 bomber. Emphasis was placed on the subcontracting precepts and practices of prime contractors with analysis based on the comparisons of contracts and comments from four primes and selected subcontractors. It was found that, by and large, the subcontracting process is functioning in a satisfactory manner within existing DoD guidelines. Subcontractors occasionally have problems when inappropriate contract types or inappropriate option clauses are used, but generally both prime contractors and subcontractors are satisfied with their working relationships. Prime contractors, in the subcontracting process, adhere to DoD regulations, have established procedures to insure competition, and attempt to balance risk and contract type. Subcontractors actively seek work on defense programs and accept as a rule, though sometimes reluctantly, the contract type dictated by the prime. The subcontract type in development programs is more related to the size of subcontract than to the size of the subcontractor. This report does not recommend any new mandatory flow-down of prime contract provisions to associated subcontractors. It does recommend monitoring of subcontract type and provision for economic price adjustments in fixed-price subcontract options. (Author).

Book excerpt: GAO reviewed subcontract pricing under two Air Force Peacekeeper Missile engine contracts to determine whether the prime contractor complied with the Truth in Negotiations Act in evaluating proposed subcontract prices. GAO found that: (1) the prime contractor overstated subcontract prices by $995,353 and $176,308, respectively, because it did not ensure that subcontract pricing data were accurate, complete, and current; (2) overstatements included materiel cost estimates, cost escalation factors, and direct labor and indirect expense rates; (3) the prime contractor evaluated proposed subcontract prices after the completion of prime contract negotiations, and used the results to negotiate substantially lower prices with the subcontractor; and (4) the Air Force should recover the overstated amounts from the prime contractor.

Book excerpt: The Columbia (SSBN-826) class program is a program to design and build a class of 12 new ballistic missile submarines (SSBNs) to replace the Navy's current force of 14 aging Ohio-class SSBNs. The Navy has identified the Columbia-class program as the Navy's top priority program. The Navy wants to procure the first Columbia-class boat in FY2021. Research and development work on the program has been underway for several years, and advance procurement (AP) funding for the program began in FY2017. The Navy's proposed FY2020 budget requests $1,698.9 million in advance procurement (AP) funding and $533.1 million in research and development funding for the program. The Navy's FY2020 budget submission estimates the total procurement cost of the 12-ship class at $109.0 billion in then-year dollars. An April 2018 Government Accountability Office (GAO) report assessing selected major DOD weapon acquisition programs stated that the estimated total acquisition cost of the Columbia-class program is $102,075.3 million (about $102.1 billion) in constant FY2018 dollars, including $12,901.0 million (about $12.9 billion) in research and development costs and $89,174.3 million (about $89.2 billion) in procurement costs.
