Book excerpt: It is commonly acknowledged that the risk of social exclusion has increased over the last few decades and that young people in particular are one of the most vulnerable groups, especially if they have not yet achieved a stable so cial position. In this context a stable position is interpreted as having obtained a stable position within the labour market. Across Europe it has also become commonly acknowledged that policies have to do 'something' for young people as they represent the future of present societies. In fact, among politi cians and policy administrators there is a broadly shared myth that it is e nough doing 'anything' for young people. The thematic network 'Misleading Trajectories' which is documented in the following chapters was concerned with examining these myths and highlighting the traps of social exclusion that are inherent in policies focusing on youth transitions (school, vocational trai ning, careers advice, social security, labour market programmes). The net work was funded by the European Commission under the 4th Framework Programme for Research, Technology and Demonstration, under the strand "Targeted Socio-Economic Research" from 1998 to 2001. It involved teams from eight countries, which were Denmark, Germany, Ireland, Italy, the Netherlands, Portugal, Spain and the United Kingdom. The network began from the observation that many policies on the local, regional, national and European level that are intended to 'lead' young adults' towards gainful employment, adult status and social integration, are in fact 'misleading'.

The detailed analysis of new forms of marginality and social exclusion among young people offers valuable insight for policy development and political debate.

Inhabiting Borders, Routes Home contends that in considering migration and settlement experiences of young refugees it is also important to consider the role of their mobility through age and transitions in the country of settlement. Based on narrative research with young refugees, this book explores how migration journeys are intertwined with life course journeys and transitions into adulthood, shedding light on the manner in which gender intersects with age in experiences of migration and settlement, with close attention to the processes by which 'home' is understood and constructed. Through the concept of 'home' the book draws together and reflects on interconnections between integration in areas such as education or housing and experiences of social networks. Examining experiences of the asylum process and the manner in which they are interwoven within a wider narrative of home both within and beyond, Inhabiting Borders, Routes Home will be of interest to social scientists working in the areas of migration, asylum, intersectionality and the life course.

The first is to develop the framework that was initially established through a grounded reading of the material from the first seven international reviews of national youth policy conducted by the Council of Europe Youth Directorate between 1997 and 2001. This has involved a careful reading of the subsequent national and international reports produced between 2002 and 2006 to identify either issues that merit greater prominence or new issues to be addressed in the future. The outcome of this exercise is the proposal of a new framework for European-level debates on the subject of youth policy. The second purpose is, through consultation with those who took part in the second cycle of reviews, to refine further the process by which international reviews are carried out. A number of observations suggest that immediate action can be taken to improve the experience of participating in review teams and, ultimately, the quality of the international reports.
