Book excerpt: Excerpt from Miscellaneous Addresses The collected addresses and state papers of Elihu Root, of which this is one of several volumes, cover the period of his service as Secretary of War, as Secretary of State, and as Senator of the United States, during which time, to use his own expression, his only client was his country. The many formal and occasional addresses and speeches, which will be found to be of a remarkably wide range, are followed by his state papers, such as the instructions to the American delegates to the Second Hague Peace Conference and other diplomatic notes and documents, prepared by him as Secretary of State in the performance of his duties as an executive officer of the United States. Although the official documents have been kept separate from the other papers, this plan has been slightly modified in the volume devoted to the military and colonial policy of the United States, which includes those portions of his official reports as Secretary of War throwing light upon his public addresses and his general military policy. The addresses and speeches selected for publication are not arranged chronologically, but are classified in such a way that each volume contains addresses and speeches relating to a general subject and a common purpose. The addresses as president of the American Society of International Law show his treatment of international questions from the theoretical standpoint, and in the light of his experience as Secretary of War and as Secretary of State, unrestrained and uncontrolled by the limitations of official position, whereas his addresses on foreign affairs, delivered while Secretary of State or as United States Senator, discuss these questions under the reserve of official responsibility. The New World Power offers an interpretive framework for understanding U.S. foreign policy during the first two decades of America's emergence as a world power. Robert E. Hannigan describes the aspirations of American leaders, explores the bedrock social views and ideological framework they held in common, and shows how the approach of U.S. policymakers overseas mirrored their attitudes toward domestic progressivism. While the vast bulk of work on U.S. foreign policy has been concerned with the period from World War II to the present, this comprehensive examination of American policy at the turn of the twentieth century is of vital importance to the comprehension of subsequent events. Book excerpt: As a unique, distant geographical region of the United States, Alaska has evolved from military insignificance to high strategic priority in the 142 years since its purchase from Russia in 1867. The reasons for this dramatic shift derive from a correlation of geography, foreign policy, domestic politics, and military technology. Historically the role of the armed forces in Alaska has been large and diverse. Alaska was one of the two principal territorial purchases made by the United States between 1803 and 1867 adding nearly 1.5 million square miles to America’s national domain. Smaller by the size of Texas than Jefferson’s Louisiana Purchase, Alaska, unlike all of the territories and states carved out of the former, languished in obscurity and isolation, and was administered as a colonial dependency by the military and other branches of the federal government, its official ‘territorial status’ and government notwithstanding. While sharing many common aspects of frontier settlement and Western history with territories such as Montana, the Dakotas, Wyoming, and Colorado, Alaska presented special challenges peculiar to a non-contiguous arctic and sub-Arctic environment, separated from the United States by a foreign power. Indeed, only the defeated South under Reconstruction experienced the same degree of military occupation and martial law. Alaska also has the unique distinction in the American experience of belonging to Imperial Russia before it became of interest to American expansionists. Still others found Alaska tempting and pursued their own designs North of '53. The Spanish, British, Canadians, and even the French plied Alaska’s waters and made their claims to Alyeska- the Great Land. And it is with these clashing imperial ambitions that this three-volume history begins.
