Book excerpt: The demilitarisation and neutralisation of the Åland Islands is a confirmation of, and an exception to, the collective security system in present-day international affairs. Its core idea is that there is no need for military presence in the territory of the islands and that they are to be kept out of military activities. A restricted use of military force has a confidence building effect in cases where competing interests may be so intense that banning the very presence of military force remains the only viable option. The regime of the Åland Islands is the result of pragmatic and contingent political compromises. As such, the case of the Åland Islands offers an alternative trajectory to the increased militarisation we witness around the world today. Through parliamentary and archival materials, international treaties and academic works, the authors examine the legal rules and institutional structures of the demilitarisation regime. In this process they reassess core concepts of international law and international affairs, such as sovereignty and security, and introduce a theoretical view on the empirical case study of the Åland Islands. The book covers legal, political and policy discursive aspects of demilitarisation, international co-operation, defence and security matters around the Baltic Sea with a broader European and global relevance. It can be a source of inspiration for all those in search of constructive efforts that can address territorial disputes and security challenges.

Book excerpt: No less than two decades were needed for the composition of the ecumenical convergence document The Church: Towards a Common Vision (TCTCV) which was published by the World Council of Churches in 2013. The document was intended to reflect a common vision of churches and ecumenical stakeholders on a myriad of ecclesiological themes. The book investigates whether the convergence document TCTCV delivers on its promises. The book focuses on the formation and the reception of TCTCV along with the two draft versions, The Nature and Purpose of the Church (1998) and The Nature and Mission of the Church (2005) and uncovers whether the responses by the churches to TCTCV hold an affirmation of the convergences registered in the document. Furthermore, it seeks to establish whether the responses point towards a "common vision" concerning various ecclesiological themes that are still contested by the churches today. The book also explores whether the responses to TCTCV reveal an advancement in the conversation surrounding several debated issues, and examines to what extent the churches are willing to creatively engage with the ecclesial other.

Virginia Walsh's approach reverses the traditional focus of international relations literature—which most often deals with how scientific knowledge influences institutions—and offers an original way to look at international environmental governance. After proposing a theory of institutional mechanisms by which global institutions shape the generation of knowledge, the book turns to detailed case studies of two institutions in the under- studied but vital area of marine science, the Scripps Institute of Oceanography and the Inter-American Tropical Tuna Commission, to illustrate these mechanisms. In part 1, "Theory," the book identifies three specific mechanisms or "fixes" that provide the means by which institutions shape the generation and use of knowledge. With the positional fix, key individuals use their social roles or positions in an institution to influence the beliefs of members or fix the direction of research. The statutory fix occurs when beliefs gain acceptance as a consequence of being embedded in rules or treaties. The committee fix is illustrated in the regularized practices through which social groups accept statements as group beliefs. Part 2, "Evidence," shows these mechanisms at work in the two case studies. The Scripps Institution, for example, illustrates the positional fix, as successive directors used their position to frame research. The Inter-American Tropical Tuna Commission, on the other hand, exemplifies both the statutory fix and the committee fix in its regulatory actions.

Book excerpt: In Delayed Impact Franklin Bialystok explores the evolution of the legacy of the Holocaust in the collective memory of the post-war Canadian Jewish community. He seeks to understand why the Holocaust's effect was relatively muted up to 1960, moved to the forefront with the rise of antisemitism in the 1960s, and became a prominent concern and marker for Jewish ethnic identity after 1973. Bialystok begins by examining the years immediately following World War II, showing that Canadian Jews were not psychologically equipped to comprehend the enormity of the Holocaust. Unable to grasp the extent of the atrocities that had occurred in a world that was not theirs, Canadian Jews were not prepared to empathize with the survivors and a chasm between the groups developed and widened in the next two decades. He shows how the efflorescence of marginal but vicious antisemitism in Canada in the 1960s, in combination with more potent antisemitic outrages internationally and the threat to Israel's existence, led to an interest in the Holocaust. He demonstrates that with the politicisation of the survivors and the maturation of the post-war generation of Canadian Jews in the 1980s, the memory of the Holocaust became a pillar of ethnic identity. Combining previously unexamined documents and interviews with leaders in the Jewish community in Canada, Bialystok shows how the collective memory of an epoch-making event changed in reaction to historical circumstances. His work enhances our understanding of immigrant adaptation and ethnic identification in a multi-cultural society in the context of the post-war economic and social changes in the Canadian landscape and sheds new light on the history of Canadian Jewry, opening a new perspective on the effects of the Holocaust on a community in transition. Franklin Bialystok is a part-time lecturer in the Department of History at the University of Toronto and the University of Waterloo. He has published numerous articles on the Holocaust in various journals and edited collections.
