Book excerpt: The Federal Court of Canada, which existed from 1875 to 1971 under the name Exchequer Court of Canada, occupies a special place in the court structure of Canada. It was founded principally to adjudicate legal disputes in which the Canadian government was involved; since its change of name in 1971 it has become primarily an administrative appeal court dealing with the review of decisions made by federal administrative tribunals in addition to its existing jurisdictions, admiralty, intellectual property, tax, and other areas. As a federal court within the nation, its very existence has provoked discussion and debate as the various provincial court systems claim a position of primacy within our society for the adjudication of legal disputes. Central to this history of the Court is an examination of the judges who have sat on its bench. Bushnell investigates who the judges have been and examines their work, with particular focus on the judges' views of the proper approach to decision-making. His study contains a wealth of information, much of which may not be widely known in the profession. As such, The Federal Court of Canada constitutes a rich source both for those with a legal background and for those with an interest in the working and history of legal institutions.

Book excerpt: From the Executive Summary: This study of federal government trade decision-making focuses on the traditional concerns of commercial policy - tariffs and non-tariff barriers to imports...In contrast to many IRRP studies, this one does not specifically aspire to reform the trade decision-making process in Canada. Its more restricted purpose is to provide, as objectivelly as possible, a descriptive analysis of how trade decisions were made by the Trudeau government in the years 1968 to 1979. This empirical orientation is reflected in our testing of several well-known decision models against information gathered in interviews with politicians, public servants and private citizens. These decision models are outlined in Chapter One....Chapter Two consists of a description of the broad environment of trade decision-makers...It is intended primarily as backgroun for the uninitiated. The three chapters following analyze the roles of private groups and government institutions participating in the process off making trade policy....Chapter Six presents a case study using the various decision models as analytical tools. It deals with the imposition of quantitiative controls on "low cost" textiles and clothing imports...Chapter Seven summarizes the general features of trade decision-making in the Trudea government....Chapters Eight and Nine present a comparative analysis of decision-making in several trade policy "subsystems"....The study ends with a discussion of the frequency of and the conditions requisite to the functioning of the different decision models.

Book excerpt: In the 1960s and 1970s, in the midst of the Cold War and an international decolonization movement, development advocates believed that poverty could be ended, at home and abroad. The Global Politics of Poverty in Canada explores the relationship between poverty, democracy, and development during this remarkable period. Will Langford analyzes three Canadian development programs that unfolded on local, regional, and international scales. He reveals the interconnections of anti-poverty activism carried out by the Company of Young Canadians among Métis in northern Alberta and francophones in Montreal, by the Cape Breton Development Corporation, and by Canadian University Service Overseas in Tanzania. In dialogue with the New Left, liberal reformers committed to development programs they believed would empower the poor to confront their own poverty and thereby foster a more meaningful democracy. However, democracy and development proved to be fundamentally contested, and development programs stopped short of amending capitalist social relations and the inequalities they engendered. The Global Politics of Poverty in Canada explores how Canadians engaged in informal and formal politics in the course of their everyday lives, locally and transnationally. Langford provides an enduring record of otherwise fleeting anti-poverty programs and their effects: the lived activism and opinions of development workers and ordinary people.

The new legal regime had significant consequences for matters like adoption, divorce, and suicide. After the bill passed, a great many Canadians continued to challenge how sexual behaviour was governed, demanding much more exhaustive changes to the law. Fifty years later, the origins and legacies of the bill are equivocal and the state still seems interested in the bedrooms of the nation. This incisive study explains why that matters.
