Book The Emergence of Social Security in Canada

Download or read book The Emergence of Social Security in Canada written by Dennis T. Guest and published by UBC Press. This book was released on 1997-01-01 with total page 408 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the major influences shaping the Canadian welfare state. A central trend in Canadian social security over most of the twentieth century has been a shift from a 'residual' to an 'institutional' concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.

Book The Fiscalization of Social Policy

Download or read book The Fiscalization of Social Policy written by Joshua T. McCabe and published by Oxford University Press. This book was released on 2018-05-22 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1970, a single mother with two children working full-time at the federal minimum wage in the US received no direct cash benefits from the federal government. Today, after a period of austerity, that same mother would receive $7,572 in federal cash benefits. This money does not come from social assistance, family allowances, or other programs we traditionally see as part of the welfare state. Instead, she benefits from the earned income tax credit (EITC) and the child tax credit (CTC)-tax credits for low-income families that have become a major component of American social policy. In The Fiscalization of Social Policy, Joshua McCabe challenges conventional wisdom on American exceptionalism, offering the first and only comparative analysis of the politics of tax credits. Drawing comparisons between similar developments in the UK and Canada, McCabe upends much of what we know about tax credits for low-income families. Rather than attributing these changes to anti-welfare attitudes, mobilization of conservative forces, shifts toward workfare, or racial antagonism, he argues that the growing use of tax credits for social policy was a strategic adaptation to austerity. While all three countries employ the same set of tax credits, child US poverty rates remain highest, as their tax credits paradoxically exclude the poorest families. A critical examination of social policy over the last fifty years, The Fiscalization of Social Policy shows why the US government hasn't tackled poverty, even while it implements greater tax benefits for the poor.

Book Passing the Buck

Download or read book Passing the Buck written by Kathryn Harrison and published by UBC Press. This book was released on 2011-11-01 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: Passing the Buck is the first in-depth study of the impact of federalism on Canadian environmental policy. The book takes a detailed look at the ongoing debate on the subject and traces the evolution of the role of the federal government in environmental policy and federal-provincial relations concerning the environment from the late 1960s to the early 1990s. The author challenges the widespread assumption that federal and provincial governments invariably compete to extend their jurisdiction. Using well-researched case studies and extensive research to support her argument, the author points out that the combination of limited public attention to the environment and strong opposition from potentially regulated interests yields significant political costs and limited political benefits. As a result, for the most part, the federal government has been content to leave environmental protection to the provinces. In effect, the federal system has allowed the federal government to pass the buck to the provinces and shirk the political challenge of environmental protection.

Book Profiting the Crown

Download or read book Profiting the Crown written by Matthew J. Bellamy and published by McGill-Queen's Press - MQUP. This book was released on 2005 with total page 340 pages. Available in PDF, EPUB and Kindle. Book excerpt: Crown corporations are widely regarded as a Canadian invention. Since 1841 they have been dexterously implemented and hotly debated as instruments of public policy. However the failures of a number of state-run enterprises in the twentieth century have led a majority of Canadians to conclude that government has no place in the boardrooms of the nation. Matthew Bellamy's comprehensive account of Polymer's rise and evolution contradicts this widely held position and brings to light the accomplishments of one of Canada's pioneering crown corporations.
