Book excerpt: According to some sources there are around 5,000 national minority groups living in the contemporary world, and about 3,000 linguistic groups. However, this is probably a discretionary assessment as it seems that there are no exact figures with respect to the number and size of minority groups. The existing estimates are usually based on different and sometimes not very clear criteria and mostly take into account those groups and numbers which are the result of the individual choice of a person and are not based exclusively on the objective differences. Notwithstanding this, a brief calculation would indicate that in Western Europe 14. 7% of the total population belongs to minority groups, and the same percentage exists in the Central and Eastern European region - 14. 7%, whereas in the countries belonging to the Commonwealth of Independent States this percentage is slightly higher - at 18. 9%. Throughout the history of the European continent minorities have had a significant impact on political stability and security. Currently, most of the situations of internal tension as well as conflicts, whether internal or international, involve inter-ethnic relations. Thus the international community at large and - for the European minorities more importantly - the European institutions have placed minority issues high on their 'agenda.

Unassimilated, facing the cultural "non-transparency" of their lifeworlds, and usually without autonomy, their problems are quite different from those in Western Europe and North America. This book presents a study of public policies concerning the national, ethnic, and religious minorities in the countries of Central and Eastern Europe. It explores the opportunities available for applying the model of deliberative democracy to the domain of designing and realizing minority policies. It examines the possibility that minority groups can influence – and ideally even pre-decide – minority policies by legitimizing claims concerning their needs and rights in a way that leaves democratic public opinion no choice but to support them. Adopting a novel approach to the public legitimization of minority claims, it proposes that the general public’s evaluation of the credibility of minority claims should focus on the procedural qualities of the intra-group (ethical-political) discourses through which these claims are articulated and substantiated. This text will be of key interest to students and scholars of public policy, minority politics, the politics of Eastern Europe, political theory and comparative politics.

Book excerpt: Since the end of the Cold War, mounting tensions related to national minorities have increased international efforts to contain and to solve these inter-ethnic disputes. While much has been written about the efforts of international organizations, such as the United Nations, the Council of Europe and the OSCE, in this respect, much less attention has been paid to the advances in minority issues made on a bilateral level. Many former socialist states have concluded bilateral treaties to improve their relations, and these treaties often include clauses relating to mutual national minorities. Against this background, and at the request of the High Commissioner on National Minorities, the Foundation on Interethnic Relations in The Hague convened two meetings of legal experts to discuss the relevance of bilateral treaties for the settlement of inter-ethnic disputes. These meetings form the basis of the current publication, which includes an analysis and a collection of case studies. The case studies center around Poland, Hungary and Russia and offer a comprehensive survey of the network of bilateral treaties and the role of minority rights within these instruments. The book also contains the English translation of the main parts of the relevant bilateral agreements that are ordinarily difficult to access for scientific research. This book will therefore serve as an important instrument for anyone involved in the study of inter-ethnic conflict and minority rights.
