This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict. This book’s in-depth and original analysis will be of interest to researchers across African studies, politics, development, and governance.

Book excerpt: This book investigates the role of ethnic federalism in Ethiopian politics, reflecting on a long history of division amongst the country’s political elites. The book argues that these patterns have enabled the resilience and survival of authoritarianism in the country, and have led to the failure of democratization. Ethnic conflict in Ethiopia stretches back to the country’s imperial history. Competing nationalisms begin to emerge towards the end of the imperial era, but were formalized by the Ethiopian People’s Revolutionary Democratic Front (EPRDF) from the 1990s onwards. Under the EPRDF, ethnicity and language classifications formed the main organizing principles for political parties and organizations, and the country’s new federal arrangement was also designed along ethnic fault lines. This book argues that this ethnic federal arrangement, and the continuation of an elite political culture are major factors in explaining the continuation of authoritarianism in Ethiopia. Focusing largely on the last 27 years under the EPRDF and on the political changes of the last few years, but also stretching back to historical narratives of ethnic grievances and division, this book is an important guide to the ethnic politics of Ethiopia and will be of interest to researchers of African politics, authoritarianism and ethnic conflict.

Book excerpt: Most governments in Africa, seeing the political mobilisation of ethnicity as a threat, have rejected the use of ethnic differences as an explicit basis for political representation. The one prominent exception is Ethiopia, which since 1991 has imposed a system of ethnic-based federalism that offers each ethnic group the right of ‘self-determination’. This book provides a detailed empirical study of this system at work in the complex multiethnic environment of southern Ethiopia. It finds that ethnic self-rule, in combination with the power politics of an authoritarian regime, has produced both intended and unintended outcomes. While arguably easing large-scale ethnic conflicts, it has led to ‘ethnicisation’ of local socioeconomic disputes and to sharper inter-ethnic and intra-ethnic divides, often to the disadvantage of historically marginalised groups.

The present book bears witness to the renewed interest in the legal position of subnational groups in international law. This book and the Conference, at which provisional versions of most of the contributions were presented, originate in perceived deficiencies of contemporary international law to protect subnational groups within a legal framework of which the principal subjects are states. Divided into three parts, the book commences with an analysis of the antagonistic relation between the right of peoples to self-determination and the right of states to territorial integrity, and the need to redefine these concepts in the post-Cold War era. The book continues with the highly controversial issue of the attribution of rights to subnational groups and the identification of subnational groups which would be entitled to such rights. The second part deals with the identification and protection of peoples and minorities at different levels of organization, viz. subnational, national and supranational. This part is followed by an analysis of the modes and means by which international obligations vis-à-vis subnational groups can be enforced. Not only the judicial means are considered, but also the justifiability of recourse to military means to the cause of subnational groups. This book not only provides an in-depth analysis of contemporary international law with respect to the protection of peoples and minorities, but also of the law as it is developing in the post-Cold War era.

The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

It aims to raise awareness of the continuing severe violations of their human rights, so that they can move from exclusion and poverty towards a future of dignity, equal opportunities and non-discrimination alongside their fellow citizens. The report examines the current situation in three regions of Somalia – Somaliland, Puntland and south-central Somalia – where differing political climates have left minorities in a state of desperation. Severe human rights violations against internally displaced minorities, particularly women, were reported to MRG’s researchers in Puntland. Accounts of hate speech, displacement and religious persecution, particularly of Christians, emerged in the violent south-central region of the country, where militant organization al-Shabaab controls much of the territory. Meanwhile, in the relatively peaceful self-declared Republic of Somaliland in north-western Somalia, minorities still face significant barriers in the political, educational and social spheres. MRG emphasizes, among other recommendations, that the future new Constitution of Somalia must recognize the country’s minorities and guarantee their right to non-discrimination; that the participation of minorities in public life should be promoted; and that special measures should be implemented to protect and promote the rights of women from minority communities. The report’s author, Martin Hill, is a specialist on Somali human rights. He has extensive experience of the Horn of Africa, having spent more than 30 years as a researcher for Amnesty International.
