Book excerpt: Globalization and European integration are sometimes seen as the enemies of nationalism, sweeping away particularisms and imposing a single economic, cultural and political order. The book argues on the contrary that, by challenging the 'nation-state' as the sole basis for identity and sovereignty, they open the way for a variety of claims by stateless nations. It is certainly true that recent years have seen a strong recurrence of nationalist claims, in Europe and in other parts of the world. At the same time, however, globalization and European integration provide new ways of managing nationality claims. At one level, they lower the stakes in independence and might permit peaceful transitions to independence. Yet they may also make independence in the traditional sense less important and provide ways in which multiple and conflicting nationality claims could be accommodated in new political structures. The chapters in this collection consider these issues from a theoretical perspective and through case studies of stateless nationalisms in western, eastern and central Europe, the former Soviet Union and Quebec. They record a wide variety of experiences and show that, while there are no easy answers to conflicting national claims, there is reason to believe that they can be managed through democratic political processes.

Investigating how European integration and nationalist parties interconnect and looking for patterns among a large number of cases are important to understanding the nature of nationalism and the future of the EU. The approach of looking for patterns among a large number of cases contributes to overcoming limitations of existing studies that are based on a small number of cases and allows more valid generalizations about the nature of nationalist parties in the European context. This study combines a big-N method with case studies. The big-N method relies on aggregated data over a 30-year period from 1984 to 2014 in both Western and Eastern EU member countries to investigate the attitudes and behaviors of all kinds of contemporary nationalist parties toward European integration. A total of 105 nationalist parties across 26 EU member states are included. I build on Arnold, Sapir, and De Vries's (2012) model for predicting Western European parties' EU positions based on their electorate, parties, and party system characteristics. The differences are that (1) I focus strictly on nationalist parties, while Arnold, Sapir, and De Vries included all parties, (2) I broaden the scope to include both Western and Eastern European countries, and (3) I have added a variety of country-level variables. In particular, I emphasize party-level variables and party system characteristics, but other country-level variables are also included as controls because these might matter too. A variety of possible variables are classified into two categories: party-level (including ideology, party type (statewide versus minority nationalist), party size, and incumbency) and country-level (including party system fractionalization and polarization, as well as East versus West, state size, immigrant population, the length of EU membership, economic conditions, and public opinion). I look separately at statewide nationalist parties and minority nationalist parties, in addition to all nationalist parties combined, in order to investigate whether the independent variables have different effects for different types of nationalist parties. I found that extreme nationalist parties are more negative toward the EU, minority nationalist parties are more positive than statewide nationalist parties, larger nationalist parties are more positive, incumbent nationalist parties are more positive, political context matters differently for statewide nationalist parties and minority nationalist parties, and characteristics of the state matter more for minority nationalist parties than for statewide nationalist parties. Along with the big-N method, I conducted three case studies in order to investigate the actual changes in strategies and behaviors within real-life political contexts and to access similarities and differences between strategies of different parties in a comparative context.

The wisdom in research on ethnicity is that it is a trouble-maker disrupting programmatic politics, prioritizing group identity over ideology, polity over policy, principle over compromise. In this book, Jan Rovny approaches ethnic politics as normal politics, and investigates the ideological potential of ethnicity. He shows that ethnic minorities often search for group preservation by championing liberal rights that would protect them from the tyranny of the majority. This translates into broader ideological preferences and political behavior, including the formation of liberal political poles, which in turn configures political cleavages, shapes party systems, and informs the absorption of new political issues. Ultimately, the presence of ethnic minorities can be a force for liberal democracy. Simultaneously, ethnic liberalism is circumstantial, as conditional factors cross-pressure ethnic minority search for rights and liberties, potentially attenuating ethnic liberalism and inducing exclusionary particularism. The Dark Side of European Integration argues that this rising nationalism and the mobilization of the radical right are the consequences of European economic integration. The European economic project has produced a cultural backlash in the form of nationalist radical right ideologies. This assessment relies on a detailed analysis of the electoral rise of radical right parties in Western and Eastern Europe. Contrary to popular belief, economic performance and immigration rates are not the only factors that determine the far right's success. There are other political and social factors that explain why in post-socialist Eastern European countries such parties had historically been weaker than their potential, which they have now started to fulfill increasingly. Using in-depth interviews with radical right activists in Ukraine, Alina Polyakova also explores how radical right mobilization works on the ground through social networks, allowing new insights into how social movements and political parties interact.
