This is the central question addressed in this book. What are the political and social factors that have helped to create these historical exclusions, in terms of endangerment and loss of traditional languages? What are the global influences on the local landscape of languages and linguistic rights? What are the implications for cultural heritage and identity? In analyzing these questions and reporting on research in an array of countries, the chapter authors also suggest ways forward toward designing more inclusive policies and practices in educational contexts, whether in the context of obligatory schooling or in less formal educational contexts. UNESCO estimates that at least 43% of the estimated 6000 languages spoken in the world are endangered. Such statistics remind us that the linguistic diversity that characterizes the human condition is a fragile thing, and that certain languages need to be cultivated if they are to survive into the 21st century and beyond. Book excerpt: The civil rights movement of the 1960s improved the political and legal status of African Americans, but the quest for equality in employment and economic well-being has lagged behind. Blacks are more than twice as likely as whites to be employed in lower-paying service jobs or to be unemployed, are three times as likely to live in poverty, and have a median household income barely half of that for white households. What accounts for these disparities, and what possibilities are there for overcoming obstacles to black economic progress? This book seeks answers to these questions through a combined quantitative and qualitative study of six municipalities in Florida. Factors impeding the quest for equality include employer discrimination, inadequate education, increasing competition for jobs from white females and Latinos, and a lack of transportation, job training, affordable childcare, and other sources of support, which makes it difficult for blacks to compete effectively. Among factors aiding in the quest is the impact of black political power in enhancing opportunities for African Americans in municipal employment. The authors conclude by proposing a variety of ameliorative measures: strict enforcement of antidiscrimination laws; public policies to provide disadvantaged people with a good education, adequate shelter and food, and decent jobs; and self-help efforts by blacks to counter self-destructive attitudes and activities.

Book excerpt: The early returns from Census 2000 data show that the United States continued to undergo dynamic changes in the 1990s, with cities and suburbs providing the locus of most of the volatility. Metropolitan areas are growing more diverse—especially with the influx of new immigrants—the population is aging, and the make-up of households is shifting. Singles and empty-nesters now surpass families with children in many suburbs. The contributors to this book review data on population, race and ethnicity, and household composition, provided by the Census's "short form," and attempt to respond to three simple queries: —Are cities coming back? —Are all suburbs growing? —Are cities and suburbs becoming more alike? Regional trends muddy the picture. Communities in the Northeast and Midwest are generally growing slowly, while those in the South and West are experiencing explosive growth ("Warm, dry places grew. Cold, wet places declined," note two authors). Some cities are robust, others are distressed. Some suburbs are bedroom communities, others are hot employment centers, while still others are deteriorating. And while some cities' cores may have been intensely developed, including those in the Northeast and Midwest, and seen population increases, the areas surrounding the cores may have declined significantly. Trends in population confirm an increasingly diverse population in both metropolitan and suburban areas with the influx of Hispanic and Asian immigrants and with majority populations of central cities for the first time being made up of minority groups. Census 2000 also reveals that the overall level of black-to-nonblack segregation has reached its lowest point since 1920, although high segregation remains in many areas. Redefining Urban and Suburban America explores these demographic trends and their complexities, along with their implications for the policies and politics shaping metropolitan America. Book excerpt: In the Civil War era, Americans nearly unanimously accepted that humans battled in a cosmic contest between good and evil and that God was directing history toward its end. The concept of God's Providence and of millennialism -- Christian anticipations of the end of the world -- dominated religious thought in the nineteenth century. During the tumultuous years immediately prior to, during, and after the war, these ideas took on a greater importance as Americans struggled with the unprecedented destruction and promise of the period. Scholars of religion, literary critics, and especially historians have acknowledged the presence of apocalyptic thought in the era, but until now, few studies have taken the topic as their central focus or examined it from the antebellum period through Reconstruction. By doing so, the essays in Apocalypse and the Millennium in the American Civil War Era highlight the diverse ways in which beliefs about the end times influenced nineteenth-century American lives, including reform culture, the search for meaning amid the trials of war, and the social transformation wrought by emancipation. Millennial zeal infused the labor of reformers and explained their successes and failures as progress toward an imminent Kingdom of God. Men and women in the North and South looked to Providence to explain the causes and consequences of both victory and defeat, and Americans, black and white, experienced the shock waves of emancipation as either a long-prophesied jubilee or a vengeful punishment. Religion fostered division as well as union, the essays suggest, but while the nation tore itself apart and tentatively stitched itself back together, Americans continued looking to divine intervention to make meaning of the national apocalypse.
