Indeed, the trajectory of the concept ‘minority rights’ evolved amidst multiple conceptualizations, political posturing and violent mobilizations and outbursts. Accommodating minority groups posed a predicament for the fledgling "nation-state" of post-colonial India. This book compares and contrasts Muslim and Sikh communities in pre- and post-Partition India. Mapping the evolving discourse on minority rights, the author looks at the overlaps between the Constitutional and the majoritarian discourse being articulated in the public sphere and poses questions about the guaranteeing of minority rights. The book suggests that through historical ruptures and breaks , communities oscillate between being minorities and nations. Combining archival material with ethnographic fieldwork, it studies the identity groups and their vexed relationship to the ideas of nation and nationalism. While the pieces of the argument are based on the existing literature on ethnic violence and contentious politics, they are effectively connected to materials drawn from northeast India. Furthermore, the book raises significant concerns on the debates on crafting of decentralised institutions and executive opportunities that may facilitate ethnic accommodation thereby reducing the likelihood of such groups to pursue their goals through channels that are radical or extreme.

Seeking to fill some gaps in the historiography, Ilyse R. Morgenstein Fuerst examines the effects of the 1857 Rebellion (long taught in Britain as the 'Indian Mutiny') on debates about the issue of jihad during the British Raj. Morgenstein Fuerst shows that the Rebellion had lasting, pronounced effects on the understanding by their Indian subjects (whether Muslim, Hindu or Sikh) of imperial rule by distant outsiders. For India's Muslims their interpretation of the Rebellion as jihad shaped subsequent discourses, definitions and codifications of Islam in the region. Such a definition of ethnicity presupposes possible multiplicity of identities and inherent plural loyalties on social, political, cultural or other counts. Importance of boundary in the understanding of the problems of ethnicity, therefore, is considered very crucial. What is even more important at this stage is to accept the fact that ethnicity in its broader perspective manifests the apparent clash of cultural and political mechanisms of boundary maintenance that are basiccally unlik. Under the given constraints, expectations for the spirit of uniformity, as it appears, is required to be replaced by that of harmony acknowledging the distinctionsof those that are really different.

Many such languages have definitively disappeared, and several more are on the brink of extinction. Is this the inevitable price to be paid for economic modernization, cultural homogenisation and the multilingual fabric of India's society at large? This book is an effort to map India's linguistic minorities and to assess the language policy towards these communities.
