Book excerpt: This report reevaluates and updates studies for the Minnesota River at Chaska, Minnesota presented in a feasibility report dated August 1973. The current study uses the Water Resources Council's Principles and Standards as the basic planning guidelines. The feasibility report's recommendation to upgrade the existing city-owned levee and divert East and Chaska Creeks was authorized for construction in the 1976 Water Resources Development Act (Public Law 94-587). This study has established that flood damages at Chaska can be significantly reduced by a plan that meets the requirements for Federal participation. The modified authorized project includes 1.1 miles of upgraded levee, 0.8 miles of new levee and appurtenant works, 0.9 mile of diversion channel/tunnel combination for East Creek. These structural features would be supplemented by floodplain regulation and flood insurance for the residual floodplain areas.

Book excerpt: The project is located on the Minnesota River in Carver County and Chaska, Minnesota, and includes both Chaska and East Creeks, which are tributaries of the Minnesota River. The plan for flood protection for the city of Chaska provides for structural measures: upgrading and extending the eexisting levee system around Courthouse Lake; construction of a pumping station; diverting Chaska and East Creeks; construction of a drop structure and inlet and outlet structures associated with the two diversions. The most significant environmental impact is the replacement of the natural streambed of Chaska Creek with reinforced concrete channel. Other impacts include restriction of public access to the wildlife refuge, the loss of about 20 acres of floodplain forest, and the residential relocations. To help offset the environmental losses, the plan would include several mitigation features such as: habitat improvement measures in the refuge, planting plan on project lands, landscaping, and beautification measures.

This would require the removal of 6 mobile homes and 7 houses and commits the following lands to aesthetically disruptive flood control structures: 20 acres of cleared upland; 2 1/2 acres of wooded upland; about 5 acres of wet meadow grading to marsh; and 10 acres of floodplain wetland interspersed with bottomland trees. Drainage of about 30 acres of wetland would be completed by the East Creek bypass channel, and an additional 200 acres could be affected to an undetermined but probably limited extent.
