Following on from an NAO report (HCP 1161, session 2003-04, ISBN 0102930589) published in November 2004, the Committee's report focuses on three main issues: the importance of identifying and costing likely Urgent Operational Requirements; improvements to the way the MoD captures data on the process and outcomes, and the scope to apply lessons from Urgent Operational Requirements to the regular procurement programme.

Book excerpt: This report examines how successfully the Ministry of Defence procures operational requirements, and how effectively it is managed. To deploy troops in key military operations at short notice, the MoD employs a system known as the Urgent Operational Requirements (UORs), a process aimed to provide speedy and flexible troop deployment where necessary. This method of deployment has become increasingly important to deal with the varied nature of military operations. In total, 312 UORs were procured to support operations in Iraq and Afghanistan at a cost of [pound]658 million. The NAO had a number of recommendations, among them are: that the Department needs to analyse all the outcomes from the UORs deployed in Iraq; that further improvements could take place in the provision of information on the progress of UORs, through performance indicators and the monitoring of achievements; that where possible, the MoD should identify the need for UORs in advance of any major military operations.

This book offers an original new account explaining the persistent appeal of performance measurement. It argues that targets have been adopted to address a crisis of trust in politics, through creating more robust mechanisms of accountability and monitoring. The book shows that such tools rarely have their intended effect. Through an in-depth analysis of UK targets on immigration and asylum since 2000, it shows that far from shoring up trust, targets have engendered cynicism and distrust in government. Moreover, they have encouraged intrusive forms of monitoring and reform in public administration, with damaging consequences for trust between politicians and civil servants. Despite these problems, performance measurement has now become embedded in techniques of public management. It has also become normalised as a way of framing policy problems and responses. Thus despite their acknowledged problems, targets are likely to retain their allure as techniques of political communication and governance.
