This book was released on 2005-05-20 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: For the last 20 years the annual Major Projects Report has highlighted the variable performance of the Ministry of Defence's highest value defence equipment procurement projects, many of which have suffered cost overruns and delays. The NAO is examining the complex cultural and systemic drivers which need to be managed if military capability is to be delivered faster, cheaper and better. Project control is a critical linking factor between a number of the key drivers of successful acquisition, including management information, governance and assurance, risk and cost estimating, and ultimately budgeting and funding. The report describes four main levels of a gold standard practice pyramid: establishing and sustaining the right cultural environment; creating clear structure and boundaries; measuring progress and making decisions focused on successful project delivery; reporting to enable strategic decisions. The report finds the strongest message emerging from the analysis is that it is the "softer" factors about building and sustaining relationships (the bottom level of the pyramid) upon which success is predicated. There is a wide variety of performance against the gold standard, and this report presents recommendations to help ensure projects adopt practices closer to the standard. The full evidence underlying the recommendations is available on a website - www.naodefencevfm.org.

Download or read book Delivering Front Line Capability to the RAF written by Great Britain: Parliament: House of Commons: Defence Committee and published by The Stationery Office. This book was released on 2006-01-18 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines of the progress being made in implementing MoDs decisions regarding the future support of military aircraft - maintenance lines being reduced to "forward" and "depth" - and the implications of these decisions for the Defence Aviation and Repair Agency (DARA). For fast jet aircraft (Harrier GR9 and Tornado GR4), depth support will transfer from DARA St Athan, South Wales, where it is carried out largely by civilian tradesmen, to RAF Main Operating Bases where it will be carried out by RAF tradesmen supplemented by tradesmen from the aircraft manufacturer. For rotary wing aircraft (helicopters), depth support will, by contrast, be provided at DARA Fleetlands, Hampshire, by RAF tradesmen and DARA civilian tradesmen. The Committee is concerned that these inconsistent arrangements will not be sustainable over the long term. The new arrangements for support carry risks: the long term sustainability of efficiency programmes; potential over-dependency on industry, and the capability of the RAFs new support processes to meet surge demands. The Committee recommends an independent audit of the Harrier programme, to ensure that the support is being provided in a more efficient and cost effective manner than before. The future of DARA is uncertain: some of its businesses are to be closed down; others are to be market tested. The prospects for the DARA St Athan site, including its recently completed Superhangar facility costing over £100m, are in particular doubt. The Committee finds incomprehensible MoDs decision to go ahead with building the Superhangar at a time when it was reviewing its logistic support provision, and recommends an investigation by the National Audit Office and the Wales Audit Office.
Download or read book Reconstructing Project Management written by Peter W. G. Morris and published by John Wiley & Sons. This book was released on 2013-03-08 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: This hugely informative and wide-ranging analysis on the management of projects, past, present and future, is written both for practitioners and scholars. Beginning with a history of the discipline’s development, Reconstructing Project Management provides an extensive commentary on its practices and theoretical underpinnings, and concludes with proposals to improve its relevancy and value. Written not without a hint of attitude, this is by no means simply another project management textbook. The thesis of the book is that ‘it all depends on how you define the subject’; that much of our present thinking about project management as traditionally defined is sometimes boring, conceptually weak, and of limited application, whereas in reality it can be exciting, challenging and enormously important. The book draws on leading scholarship and case studies to explore this thesis. The book is divided into three major parts. Following an Introduction setting the scene, Part 1 covers the origins of modern project management – how the discipline has come to be what it is typically said to be; how it has been constructed – and the limitations of this traditional model. Part 2 presents an enlarged view of the discipline and then deconstructs this into its principal elements. Part 3 then reconstructs these elements to address the challenges facing society, and the implications for the discipline, in the years ahead. A final section reprises the sweep of the discipline’s development and summarises the principal insights from the book. This thoughtful commentary on project (and program, and portfolio) management as it has developed and has been practiced over the last 60-plus years, and as it may be over the next 20 to 40, draws on examples from many industry sectors around the world. It is a seminal work, required reading for everyone interested in projects and their management.

Download or read book Handbook on High Speed Rail and Quality of Life written by Yoshitsugu Hayashi and published by Asian Development Bank. This book was released on 2020-12-29 with total page 549 pages. Available in PDF, EPUB and Kindle. Book excerpt: Handbook on High-Speed Rail and Quality of Life outlines global experiences of high-speed rail development, including its construction, impacts, and planning, with a special focus on countries that are planning implementation in the coming decade. High-speed rail infrastructure can bring considerable socioeconomic benefits that cannot be captured through econometric modeling alone. Thus, analysis of the true impacts requires a scalar as well as a temporal lens. The studies in this handbook discuss transport infrastructure projects of varying geographic scale and describe the underlying complexities of developing an infrastructure system while focusing on the aspects that can enhance quality of life. The cases, concepts, and ideas presented in this handbook were discussed and refined during a conference and seminar series held at the Asian Development Bank Institute in Tokyo and special sessions on transport and quality of life at the 15th World Conference on Transport Research at the Indian Institute of Technology Bombay in Mumbai. The special sessions were jointly organized by the Asian Development Bank Institute and World Conference on Transport Research Society Special Interest Group A4, "High-Speed Rail: Policy, Investment, and Impacts". The conference and special sessions highlighted critical issues and delivered key messages on the broad research on high-speed rail and quality of life.

Download or read book Ministry of Defence written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by Stationery Office. This book was released on 2005-10-13 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following on from an NAO report (HCP 1159-I, session 2003-04; ISBN 0102930481) published in November 2004, the Committee report considers the recommendations of the Major Projects Report 2004. This report examined cost, time and technical performance data for 30 defence projects in the year ended March 2004, which included 20 post-Main Gate projects (where the main investment decision to proceed had been taken by the Ministry of Defence, and ten projects still in the assessment stage. The Committee's report focuses on three main issues: the impact of the continuing large cost overruns and delays; the challenge of handling large complex projects; and whether the latest reform programme will succeed where previous ones have failed. Findings include that the £4.8 billion of cost overruns recorded in the Major Projects Reports 2003 and 2004 will put further pressure on an already tightly-stretched defence budget; and the principles underpinning Smart Acquisition are sound, but have not convincingly improved defence procurement because they have not been consistently applied. The conclusions and recommendations set out build upon those given in previous Committee reports, particularly that in 2003, and these should now be progressed as a consistent and coherent programme.
