Book excerpt: The last decade of the 20th century was marked by a shift in how welfare-states deal with those at the bottom of the income ladder. This shift involved the introduction/strengthening of work-obligations as a condition for receiving minimum income benefits - which, in some countries, was complemented by efforts to help recipients return to the labour market, namely through the investment in active labour market policies (ALMP). Based on case-studies of developments in the US and eight European nations (UK, Norway, Denmark, Netherlands, Germany, France, Portugal and the Czech Republic), this book argues that this first set of reforms was followed by a second wave of reforms that, whilst deepening the path towards the focus on work, brings important innovations- be it the tools used to help recipients back to the labour markets (ex., financial incentives) and in how activation policies are delivered (ex., integration of benefit and employment services). Looking at the array of developments introduced during this period, we discern two key trends. The first concerns the strengthening of the role of the market in the governance of activation, which is visible in the strengthening of the focus on work, or the marketisation of employment services. The second, concerns a move towards the individualisation of service delivery, visible in the expansion of the use of personal action plans or in efforts to streamline service delivery. Finally, we show that the onset of the sovereign debt crisis in Europe, has triggered a new wave of reforms. Whilst tentative only, our analysis points to a worrying trend of the curtailment or benefits (Portugal) and activation services (Netherlands, Czech Republic) to minimum income recipients and, in parallel, a further deepening of the focus on work-conditionality (UK and Norway).

Some argue that Social Democratic parties are more committed to advancing and maintaining welfare protection, while others claim that party ideology has ceased to explain parties' policy choices due to the constraining forces of economic globalization, deindustrialization, and electoral volatility. Indeed, the empirical findings in support of partisan arguments are mixed. Much of this rich literature treats political parties as uniform and cohesive entities when it comes to forming government policy. Ideologues, Partisans, and Loyalists challenges this assumption and advances the argument that ideology and partisan policy preferences play a major role in policy choices, yet they are not necessarily observable at the government or even at the party level. Instead, we often need to look at the individual level — particularly at the cabinet minister who is in charge of the policy in question to predict policy outcomes. Ideologues, Partisans, and Loyalists innovatively argues that cabinet ministers can have very important policy role as policy agenda setters. Yet, not all ministers are equally effective policy-makers. Some make a difference, while others do not. Loyalists are loyal to their party leader and prioritize office over policy; partisans are party heavyweights and aspiring leaders; and ideologues have fixed policy ideas and are unwilling to compromise for the perks of holding office. Only ideologues and partisans can effectively change social welfare and labour market policy, above and beyond what their government mandates.

Seen as the end of an exclusively repressive approach, the CLT was long hailed as one of the world's most advanced bodies of social legislation. In Drowning in Laws, John D. French examines the juridical origins of the CLT and the role it played in the cultural and political formation of the Brazilian working class. Focusing on the relatively open political era known as the Populist Republic of 1945 to 1964, French illustrates the glaring contrast between the generosity of the CLT's legal promises and the meager justice meted out in workplaces, government ministries, and labor courts. He argues that the law, from the outset, was more an ideal than a set of enforceable regulations--there was no intention on the part of leaders and bureaucrats to actually practice what was promised, yet workers seized on the CLT's utopian premises while attacking its systemic flaws. In the end, French says, the labor laws became "real" in the workplace only to the extent that workers struggled to turn the imaginary ideal into reality.

Book excerpt: Traumatic brain injury (TBI) refers to nondegenerative, noncongenital damage to the brain from an external mechanical force, which can lead to permanent or temporary impairment of cognitive, physical, and psychosocial functions, with an associated diminished or altered state of consciousness. Despite this broad definition, it is estimated that more than 1.500.000 people suffer TBI annually in US, with 20% afflicted with moderate or severe forms. Additionally, a high percentage of these patients are unable to return to their daily routine (approximately 50%). In this context, both motor and cognitive rehabilitation are extremely important for these individuals. The aim of cognitive and motor rehabilitation is to recover an individual’s ability to process, interpret and respond to environmental inputs, as well as to create strategies and procedures to compensate for lost functions that are necessary in familial, social, educational and occupational settings. The purpose of this book is to review the basic concepts related to TBI, including mechanisms of injury, acute and post-acute care, severity levels, the most common findings in mild, moderate and severe TBI survivors, and the most frequent cognitive and motor impairments following TBI, as well as to discuss the strategies used to support post-TBI patients. The most important rehabilitation techniques, both from cognitive and motor perspectives, are addressed. Finally, information regarding work and community re-entry and familial and psychological support are discussed in detail. Topics in Cognitive Rehabilitation in the TBI Post-Hospital Phase is intended as a reference guide for all professionals who have contact with or are related to patients suffering from TBI. Any professionals who work with or are related to patients suffering from TBI will find here a broad and comprehensive overview of TBI, addressing all essential issues, from acute care to rehabilitation strategies, follow up and re-socialization.
