The story that began billions of years ago encompasses dramatic physical and human events. Among them are volcanic eruptions, two meteorite impacts, the ebb and flow of continental glaciers, Aboriginal occupancy, exploration and mapping by Europeans, exploitation by fur traders and Canadian lumbermen and American entrepreneurs, the rise of global mining giants, unionism, pollution and re-greening, and the creation of a unique constellation city of 160,000. The title posits the book’s two main themes, one physical in nature and the other human: the great meteorite impact of some 1.85 billion years ago and the development of Sudbury from its inception in 1883. Unlike other large centres in Canada that exhibit a metropolitan form of development with a core and surrounding suburbs, Sudbury developed in a pattern resembling a cluster of stars of differing sizes. Many of Sudbury’s most characteristic attributes are undergoing transformation. Its rocky terrain and the negative impact from mining companies are giving way to attractive neighbourhoods and the planting of millions of trees. Greater Sudbury’s blue-collar image as a union powerhouse in a one-industry town is also changing; recent advances in the fields of health, education, retailing, and the local and international mining supply and services sector have greatly diversified its employment base. But since the 1960s, it has been consumed, outwardly and inwardly by a fire that has inexorably spread in the abandoned mines beneath it. The earth smokes, subsides, and breathes poisonous gases. No less destructive has been the spread of dissension and enmity among the townspeople. The Real Disaster Above Ground tells the story of the fire and the tragic failure of all efforts to counter it. This study of the Centralia fire represents the most thorough canvass of the documentary materials and the community that has appeared. The authors report on the futile efforts of residents to reach a common understanding of an underground threat that was not readily visible and invited multiple interpretations. They trace the hazard management strategies of government agencies that, ironically, all too often created additional threats to the welfare of Centralians. They report on the birth and demise of community organizations, each with its own solution to the problem and its diehard partisans. The final solution, now being put into effect, is to abandon the town and relocate its people. Centralia's environmental disaster, the authors argue, is not a local or isolated phenomenon. It warns of the danger lurking in our own technology when safeguards fail and disaster management policy is not in place to respond to failure, as the examples of Chernobyl and Bhopal have clearly demonstrated. The lessons in this study of the fate of a small town in Pennsylvania are indeed sobering. They should be pondered by a variety of social scientists and planners, by all those dealing with the behavior of people under stress and those responsible for the welfare of the public.

Article 2 of the United Nations 1960 Declaration on the Granting of Independence to Colonial Countries and Peoples states: “all peoples have the right to self-determination; by virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development." This book goes beyond the simplistic explanations that are routinely provided regarding the failure of corporate globalization, and draws attention to the political economy of this exploitative system, in order to effectively address it. The book is divided into four parts. The first part is comprised of the author’s Master’s thesis, which is accessible online through the University of Ottawa (Ottawa, Canada), as well as Library and Archives Canada. This section serves as the foundation of the book by providing a critique of the political economy of corporate globalization, as seen through the lens of the exploitative global corporate extractive industry, which is marked by increasing inequality, oppression, and the exploitation of both people and the natural environment, exclusively for the pursuit of profit. The second part of the book focuses on Africa, and provides an overview of the impact of corporate globalization on the continent. The African experience also demonstrates the contemporary relevance of “dependency theory,” and how the continent’s dependence on “export-led growth” is enforced via Africa’s illegitimate “debt burden.” This explains why African states have been unable to diversify from their dependence on natural resources and chart independent economic paths. The third part of the book discusses the securitization of U.S. foreign economic policy/corporate globalization via the U.S-led War on Terror, and explores a number of initiatives along the security/development nexus. These include the U.S.’s National Security Strategy (NSS) and the Millennium Challenge Account (MCA). This section also discusses the subject of fragile/failed states and explains the basic rationale behind U.S. foreign economic policy: that fragile/failed states need to embrace neoliberal economic/corporate globalization through market-led policies, in order to overcome poverty and cease being threats to the more ordered parts of the world. The final part of the book critiques The 9/11 Commission Report, which contains the “official account” of the 9/11 terrorist attacks and is used to justify the U.S-led War on Terror. However, this key document lacks sufficient evidence and cannot be used to support a prosecutable case in any court of law. The final part of the book goes a step further and explores the use of state terrorism by Northern countries, particularly the U.S., in its efforts to spread its foreign economic policy/corporate globalization worldwide. This section also discusses the historical use of false-flag terrorism by Northern countries, in order to further their foreign policy objectives, including well-known and documented examples such as “Operation Northwoods,” “Operation Gladio,” and “The Lavon Affair.” The book concludes by proposing a radical but necessary solution to the crisis of corporate globalization: that we challenge the authenticity of The 9/11 Commission Report, and therefore, the legitimacy of the U.S-led War on Terror. More specifically, that we demand a new and independent investigation into the events surrounding 9/11, as this is an indispensable prerequisite to de-securitizing U.S. foreign economic policy/corporate globalization. 9/11 is the Achilles Heel of the entire system of economic exploitation and oppression via neoliberal economic/corporate globalization – a system whose main objective is to open up the economies of developing countries to corporations, which are mostly based in Northern countries, so that these corporations can “increase their market share, and thereby the wealth of Northern elites." Book excerpt: No government jurisdiction in Canada has so radically transformed its public policies over the past decades as Ontario, and yet the province has also maintained a striking degree of political stability in its party system. Since the 1990s, neoliberalism has been the point of reference in constructing policy agendas for all of Ontario's political parties. It has guided the strategy for governance of the dominant Liberal Party since 2003, even as it divides the province between workers and employers, north and south, rural and urban, and racialized minorities and the majority population. With a focus on the governments of Mike Harris, Dalton McGuinty, and Kathleen Wynne, Divided Province brings together leading researchers to dissect the province's public policies since the 1990s. Presenting original, state-of-the-art research, the book demonstrates that, although the Conservative government of Mike Harris implemented the sharpest and most profound shift towards the establishment of a neoliberal regime in the province, the subsequent Liberal governments consolidated that neoliberal turn. The essays in this volume explore the consequences of this ideological turn across a spectrum of policies, including health, education, poverty, energy, employment, manufacturing, and how it has impacted workers, women, First Nations, and other distinct communities. The first book to offer a comprehensive critical account of neoliberalism in Ontario, Divided Province overturns conventional readings of the province's politics and suggests that building a more democratic and egalitarian alternative to the current orthodoxy requires nothing less than a radical rupture from existing policies and political alliances. Without such a decisive break, political space may well open up again for the populist right.
