The report concludes with discussing options that State and local agencies can follow for replacing their ineffective signs and offers a minimum and desirable program.

Book excerpt: The Federal Highway Administration (FHWA) has developed guidelines for minimum retroreflectivity levels for four groups of signs: 1) yellow/orange-on-black warning signs, 2) black-on-white regulatory signs, 3) white-on-red regulatory signs, and 4) white-on-green guide signs. The report presents data on percentage of signs by the various types of retroreflective sheeting for both States and local agencies, a distribution of age of signs by type of sheeting, and the percentage of signs that would not meet the minimum retroreflectivity values. The report also presents a summary of the data and comments provided by the participating agencies related to the minimum retroreflectivity values.

Conclusions and recommendations are made future management and handling of sign inventory data in Montana. This objective is addressed through the following tasks: Task A: Review, assimilation and analyses of current literature available on a nationwide basis; Task B: Discussion of results from a multi state phone solicitation regarding state sign management practices and policies; Task C: An assessment of sign reflectivity inspection equipment and sampling methodology; and Task D: Evaluation of Montana sign inventory on the basis of current practices and condition of a limited sampling of signs. Recommendations of this report include upgrading of, or improvements to Montana Department of Transportation sign management system and multi-district statewide retroreflective sampling to better determine the impacts revised standards may have.

Book excerpt: This study determined the performance of STOP signs based on their retroreflective properties. Thirty-five 30-inch STOP signs, including engineering grade and high intensity, were measured in the laboratory to determine their retroreflective properties. A subset of ten signs was taken to the field to determine how far they could be recognized by paid subjects. Mathematical relationships between the various retroreflective properties and recognition distance were developed. The overall specific intensity per unit area (SIA) was found to be a good measure for estimating the recognition distance of STOP signs.
