Book excerpt: The fusion of algebra, analysis and geometry, and their application to real world problems, have been dominant themes underlying mathematics for over a century. Geometric algebras, introduced and classified by Clifford in the late 19th century, have played a prominent role in this effort, as seen in the mathematical work of Cartan, Brauer, Weyl, Chevelley, Atiyah, and Bott, and in applications to physics in the work of Pauli, Dirac and others. One of the most important applications of geometric algebras to geometry is to the representation of groups of Euclidean and Minkowski rotations. This aspect and its direct relation to robotics and vision will be discussed in several chapters of this multi-authored textbook, which resulted from the ASI meeting. Moreover, group theory, beginning with the work of Burnside, Frobenius and Schur, has been influenced by even more general problems. As a result, general group actions have provided the setting for powerful methods within group theory and for the use of groups in applications to physics, chemistry, molecular biology, and signal processing. These aspects, too, will be covered in detail. The second largest city in New York State, located directly in line with the Great Lakes’ snowbelt, was no stranger to this kind of winter weather. With their city averaging ninety-four inches of snow per year, the citizens of Buffalo knew how to survive a snowstorm. But the blizzard that engulfed the city for the next four days was about to make history. Between the subzero wind chill and whiteout conditions, hundreds of people were trapped when the snow began to fall. Twenty- to thirty-foot-high snow drifts isolated residents in their offices and homes, and even in their cars on the highway. With a dependency on rubber-tire vehicles, which lost all traction in the heavily blanketed urban streets, they were cut off from food, fuel, and even electricity. This one unexpected snow disaster stranded tens of thousands of people, froze public utilities and transportation, and cost Buffalo hundreds of millions of dollars in economic losses and property damages. The destruction wrought by this snowstorm, like the destruction brought on by other natural disasters, was from a combination of weather-related hazards and the public policies meant to mitigate them. Buffalo’s 1977 blizzard, the first snowstorm to be declared a disaster in US history, came after a century of automobility, suburbanization, and snow removal guidelines like the bare-pavement policy. Kneeland offers a compelling examination of whether the 1977 storm was an anomaly or the inevitable outcome of years of city planning. From the local to the state and federal levels, Kneeland discusses governmental response and disaster relief, showing how this regional event had national implications for environmental policy and how its effects have resounded through the complexities of disaster politics long after the snow fell.

Book excerpt: The Alaska Department of Transportation and Public Facilities (AKDOT & PF) lacks guidance regarding Best Management Practices (BMPs) for centralized snow storage sites receiving snow from highway maintenance in Alaska. Interviews with AKDOT & PF characterized snow maintenance and operations practices across the climatological regions of Alaska. A literature search yielded many potential BMPs, which were evaluated for suitability based upon ability to treat deposits of variable size and frequency; deposits with high concentrations of solids, debris, and chemical contaminants; initial and maintenance costs; applicability to environmentally sensitive areas; and technology history. A review of potential regulations and interviews with representatives from regulatory agencies generated regulatory needs for each BMP type. Input from AKDOT & PF was used to create a final listing of potential BMPs. Additionally, the technical, economic, and regulatory feasibility of direct disposal to surface waters is reviewed.

Present problems are aggravated by aging and neglected facilities, by inadequate financing and by water management institutions reflecting the needs of an earlier era. Service needs to be provided for expanding populations, at the same time that corrective measures must be taken for decaying older urban centers, resulting both from neglect and expiring service life. These needs exist within the framewode of other competing and conflicting uses for existing and yet to be developed water sources. The problems have generated some highly visible national debates over financing due to the large sums involved. Despite differences in the age of the North American, European and other societies, the technological ages of water supply and storm water systems are much the same and provide a common denominator in the worldwide trend to urbanization. Examination of approaches to urban water management also indicates that they are generally based on past experience and institutions created in a non-urban era. The physical, financial and institutional alternatives are consequently often out-of-step with current urban environment. Historically, the supply of adequate water and efficient storm water management have also been top priority items with water quality and other aspects of environmental protection assuming a lower priority after basic supply needs have been met.
