According to its Ministry of Power, about 83.4 percent of communities with more than 500 people have access to grid electricity. The main remaining frontier is to bring electricity to communities living on islands in Lake Volta and in isolated lakeside locations. The summary of this report first highlights some areas where clear recommendations have emerged, and then presents areas where choices are to be made between options with different advantages and disadvantages. The purpose of this assignment is to explore the most feasible business models for mini and micro grids for Ghana's island and lake-side communities, together with a pragmatic policy and regulatory regime that will reinforce the development of such systems. The remainder of the report is arranged as follows: 1) Chapter 1 does the Analysis and discussion of the various options for business models of mini grids; (ii) Chapter 2 is about Analysis and discussion of the costs of mini grid delivery, tariff calculations and financing options; (iii) Chapter 3 discusses on the Review and proposals for required policy, legislation, regulations, permits, and institutional arrangements; and (iv) Chapter 4 concludes with Review and recommendations for necessary technical assistance to implement the delivery of mini grids.

Although electricity grid extension remains the most prevalent way of providing access, it is now recognized that the central grid is unlikely to reach many remote areas in the near future. At the same time, individual solutions like solar home systems tend to provide very limited services to consumers. Mini-grids offer an alternative by combining the benefits of a grid-based solution with the potential for harnessing renewable energies at the local level. The purpose of this book is to provide in-depth coverage of the use of mini-grids for rural electrification in developing countries, taking into account the technical, economic, environmental and governance dimensions and presenting case studies from South Asia. This book reports on research carried out by a consortium of British and Indian researchers on off-grid electrification in South Asia. It provides state-of-the art technical knowledge on mini-grids and micro-grids including renewable energy integration (or green mini-grids), smart systems for integration with the central grid, and standardization of systems. It also presents essential analytical frameworks and approaches that can be used to analyze the mini-grids comprehensively including their techno-economic aspects, financial viability and regulatory issues. The case studies drawn from South Asia demonstrate the application of the framework and showcase various successful efforts to promote mini-grids in the region. Yet the electricity access rate in Sub-Saharan African countries is often substantially low, households and businesses with access often face unreliable service, and the cost of the service is often among the highest in the world. This situation imposes substantial constraints on economic activities, provision of public services, adoption of new technologies, and quality of life. Much of the focus on how best to provide reliable, affordable, and sustainable electricity service to all has been on mitigating supply-side constraints. However, demand-side constraints may be as important, if not more important. On the supply side, inadequate investments in maintenance result in high technical losses; most state-owned utilities operate at a loss; and power trade, which could significantly lower the cost of electricity, is underdeveloped. On the demand side, the uptake and willingness to pay are often low in many communities, and the consumption levels of those who are connected are limited. Increased uptake and use will encourage investment to improve service reliability and close the access gap. This report shows that the fundamental problem is poverty and lack of economic opportunities rather than power. The solution lies in understanding that the overarching reasons for the unrealized potential involve tightly intertwined technical, financial, political, and geographic factors. The ultimate goal is to enable households and business to gain access, to afford to use, and utilities to recover their cost and make profits. The report makes the case that policy makers need to adopt a more comprehensive and long-term approach to electrification in the region--one centered on the productive use of electricity at affordable rates. Such an approach includes increased public and private investment in infrastructure, expanded access to credit for new businesses, improved access to markets, and additional skills development to translate the potential of expanded and reliable electricity access into substantial economic impact. Enhancing the economic capabilities of communities is the best way to achieve faster and more sustainable development progress while addressing the broad challenges of affordability, low consumption, and financial viability of utilities, as well as ensuring equitable provision between urban and rural areas.
