La problematica viene affrontata negli aspetti normativi e tecnici, con approfondimenti sulle tecnologie già disponibili e su quelle ancora da sviluppare. Vengono affrontati i criteri progettuali e analizzati alcuni studi di fattibilità per valutare la sostenibilità economica degli investimenti. Sono riportati e descritti alcuni casi realizzati sul territorio italiano.
