The book ́Medellin: Environment, Urbanism and Society ́, that now published the Center for Urban and Environmental Studies, Urbam, of EAFIT University is a testimony of the value given by our culture to the accomplishments of the city, to the idea of the public sphere and the growing relationship between the technical sphere and the political sphere, understood in the broad sense as a form of disciplinary knowledge and construction of civil society. This book brings together a knowledge of the city from multiple perspectives; knowledge that is, without any doubt, impressive for its extension and profoundity, as well as for its capacity to combine objective data with conceptual reflections about the scope and impact of the different perspectives concerning the theme of urban transformation and the different actors that have participated in such processes. The book weaves a broad net over the city, its history and development, adopting a multidisciplinary vision. I think that this will be the first step in creating a speech that might finally liberate itself from the strict disciplinary boundaries, building a trans-disciplinary perspective that can amplify the urban dimension of the city. This is the beginning of a profound and complex reflection that is, at the same time, a project of knowledge and an instrument of action and participation.

In some cases, communities act within the formal participatory spaces, while in others, they organized "around" or "in reaction to" the institutions, using participatory procedures as focal points for escalating conflict. Communities select their strategies in response to the participatory challenges they confront. Those challenges are associated with contestation over the boundaries that determine access to participatory institutions. Contestation over the line between subnational authority vis-à-vis central-state jurisdictions heightens communities' challenge of initiating a participatory process. Disagreement over the territorial delineation of communities impacted by planned extraction creates for formally non-impacted communities the challenge of gaining inclusion in participatory events. Finally, disputes over the boundary that sets representatives of an affected community apart from the community at large intensify the community's challenge of conveying a position on extraction. This analysis of thirty major extractive conflicts in Bolivia, Colombia, and Peru in the 2000s and 2010s examines community uses of public hearings built into environmental licensing, state-led prior consultations with native communities, and local popular consultations, or referenda"--

From the findings of the diagnosis, 3 roadmaps were drafted, to guide the stakeholders in strengthening their engagement.

El análisis comienza por reconocer los múltiples conflictos que dicha relación sugiere, y ahonda en el estudio de los instrumentos que el ordenamiento jurídico ha desarrollado ya sea para prevenir las consecuencias negativas derivadas del desarrollo de la actividad minera o para definir las consecuencias de la acción antijurídica. Del mismo modo, este texto estudia desde múltiples perspectivas la forma como se han transformado los instrumentos económicos, financieros, de mercado y fiscales ante la necesidad de salvaguardar el patrimonio natural. Así las cosas, el estudio de la actividad minera, como el lector podrá reconocer a lo largo de este texto, se realiza sobre la base de dos pilares fundamentales a saber: el medio ambiente y el desarrollo sostenible. El primero, entendido de conformidad con lo determinado por la Ley 23 de 1973 y por el Decreto ley 2811 de 1974, es decir, como un patrimonio común cuyo mejoramiento y conservación son actividades de utilidad pública e interés social que exigen la participación del Estado y de los particulares. El segundo, el desarrollo sostenible, es entendido desde la concepción basal propuesta por el informe “Nuestro Futuro Común” como aquel que permite la satisfacción de las necesidades presentes sin comprometer la de las futuras generaciones. Sobre estas bases desarrollaremos algunas reflexiones preliminares que permitirán comprender el contexto de la obra.
