He goes on to say that the essay is the expression of a "single truth: " "the importance, to man and society, of a large variety of types of character, and of giving full freedom to human nature to expand itself in innumerable and conflicting directions." In the essay itself, Mill defines his subject as "the nature and limits of the power which can be legitimately exercised by society over the individual." He defends the absolute freedom of individuals to engage in conduct not harmful to others, and the near-absolute freedom to express and discuss opinions of all kinds. Mill's essay survives, as he had predicted, because his powerful message is still widely rejected by the powerful, and by those who continue to seek power over the lives of others.

The work applies Mill's ethical system of utilitarianism to society and the state. Mill attempts to establish standards for the relationship between authority and liberty. He emphasizes the importance of individuality which he conceived as a prerequisite to the higher pleasures—the summum bonum of Utilitarianism. Furthermore, Mill criticised the errors of past attempts to defend individuality where, for example, democratic ideals resulted in the "tyranny of the majority". Among the standards established in this work are Mill's three basic liberties of individuals, his three legitimate objections to government intervention, and his two maxims regarding the relationship of the individual to society "which together form the entire doctrine of [Mill's] Essay." On Liberty was a greatly influential and well received work though it did not go without criticism. Some attacked it for its apparent discontinuity with Utilitarianism, while others criticised its vagueness. The ideas presented in On Liberty have remained the basis of much liberal political thought. It has remained in print continuously since its initial publication. To this day, a copy of On Liberty is passed to the president of the British Liberal Democrats as a symbol of office. A copy of the same book is also presented to and then held by the resident of the Liberal Party as a symbol of office.

By examining Mill's arguments in On Liberty in light of his other writings, however, Joseph Hamburger reveals a Mill very different from the "saint of rationalism" so central to liberal thought. He shows that Mill, far from being an advocate of a maximum degree of liberty, was an advocate of liberty and control--indeed a degree of control ultimately incompatible with liberal ideals. Hamburger offers this powerful challenge to conventional scholarship by presenting Mill's views on liberty in the context of his ideas about, in particular, religion and historical development. The book draws on the whole range of Mill's philosophical writings and on his correspondence with, among others, Harriet Taylor Mill, Auguste Comte, and Alexander Bain to show that Mill's underlying goal was to replace the traditional religious basis of society with a form of secular religion that would rest on moral authority, individual restraint, and social control. Hamburger argues that Mill was not self-contradictory in thus championing both control and liberty. These severe physical abnormalities which are present at birth and affecting every part of the body happen more often than usually realized, once in every 33 births. The most common, after heart defects, are those of the neural tube (the brain and spinal cord) which happen in as many as one in every 350 births. They have been noted as curiousities in man and beast throughout recorded history and received great attention in our time by various fields of study, for example, their faulty prenatal development by embryologists, familial patterns by geneticists, causation by environmentalists and variability by population scientists. Attention turned much in recent years to the relation of these malformations to deficiency of a particular dietary ingredient, folic acid, a subject this book analyzes in depth. The greatest conundrum of all, which this latest matter like so much else hinges on, is the amazing fact of the tremendous, almost universal decrease in the frequency of these anomalies since early in the 20th century. The puzzle is What can this downward trend possibly mean? and at bottom Whether it is part of a long-term cyclical pattern .
