The Federal Emergency Management Agency's Federal Response Plan delineates the Federal and other agency primary and supporting responsibility for the twelve Emergency Support Functions (ESFs) associated with response and relief efforts following a Presidentially declared disaster.

Book excerpt: An evaluation of the Federal Emergency Management Agency (FEMA) and non-combat uses of military manpower in response to selected domestic contingencies requiring capabilities greater than those inherently available within normal communities. Primary focus is on the command, control and coordination aspects of all agencies responding to natural disasters and civil disturbances. Opportunities for maximizing the federal contribution by improving FEMA's capabilities are examined, given concerns that the warfighting capability of the military must be maintained. Relationships between the Federal Coordinating Officer (FCO) and the State Coordinating Officer (SCO) (and the relationship between the Defense Coordinating Officer (DCO) and the National Guard, when the Guard has not been federalized) are examined, in addition to the working relationships between State, DoD and FEMA (to include observations on problems with recommendations to resolve them). Focus is on improving FEMA's "unity of command," response times, coordination prior to disaster and declaration, etc., and noting how post-disaster (e.g. Hurricane Andrew) actions and/or "off-line" agreements (such as the NG interstate agreements) have improved the operation.

First, this monograph begins by discussing the legal and regulatory basis that established the unique relationship between Federal Emergency Management Agency (FEMA) and the military during federally declared disasters. The Federal Response Plan, FEMA's emergency response planning document, outlines the functional coordination and lead agency responsibilities during disaster response and recovery operations. Department of Defense (DoD) Directives and Army regulations provide the Defense Coordinating Officer and his staff the legal basis for military support during these operations. The operational and tactical requirements of the DCE are found by reviewing post incident reports from large-scale disasters such as Hurricane Andrew.

Book excerpt: U.S. policymakers have stepped up systematic disaster preparedness efforts sharply since the terrorist attacks of September 11, 2001, including the creation of the U.S. Department of Homeland Security and a plethora of federal initiatives. Against a backdrop of natural disasters that occur each year in the United States and heightened concern about pandemic influenza, there is an emerging national consensus that the best path is an all-hazards approach to disaster preparedness planning and that effective local planning is critical. Military installations and their civilian counterparts-local government and local health-care providers, especially the U.S. Department of Veterans Affairs-can strengthen local-level disaster preparedness planning. This is an interim report for the first phase of a larger study aiming to develop a planning support tool for local military and civilian planners. It describes current policies and programs-especially those with nationwide application-for domestic emergency preparedness, risk analysis, and capabilities-based planning. It also describes results from interviews with local military and civilian planners at five selected sites to help understand how local preparedness planning currently operates and identify the needs of local planners. Collectively, these form the basis for a proposed tool, for which the framework is described in this report. The next phase of the study will include development and field testing of a proof-of-concept prototype of the tool.

Debris was scattered dangerously throughout the area, restricting access and hindering assistance efforts. The Federal Emergency Management Agency, the organization tasked with coordinating relief efforts in the wake of such disasters, tried for the first time to implement the Federal Response Plan (FRP), a document that had only been approved four months before Andrew made landfall. As the lead agency, FEMA coordinated the efforts of 26 governmental agencies and the American Red Cross. The Department of Defense (DOD) also has a role in disaster relief operations. Today, publications such as the Army's Field Manual 100-19, Domestic Support Operations, provides doctrinal principles for domestic support.

Book excerpt: Hurricane Katrina changed the way the United States conducts domestic disaster relief, most notably with the expanded role of the U.S. military. This thesis centers on the question: To what extent should the military be involved in domestic humanitarian assistance and disaster relief? Analysis of mistakes from Katrina point to the answer: The U.S. military should not hold a primary role in disaster relief due to the issues of establishing logistic, communication and medical networks for the victims of a disaster. Instead, a shift in policy should be made to use America's private sector resources to conduct disaster relief efforts. The autonomous nature of private sector leadership allows for quick decisions and front-line empowerment to establish centers of relief to distribute food, shelter, water and medical supplies as well as support communications and logistic efforts. Because of these attributes, the private sector is better equipped than the military to handle domestic disaster relief, and a change in policy should be made to reflect this.

Book excerpt: Our research analyzed Department of Defense (DoD) involvement in the disaster relief efforts for Hurricanes Harvey, Irma, and Maria. During the 2017 hurricane season, the United States experienced three major hurricanes in rapid succession. These events tested the hurricane responses of the Federal Emergency Management Agency (FEMA) and have left some wondering why the DoD was slow to respond. Through our research, we evaluated the FEMA Mission Assignments (MAs) to U.S. agencies and analyzed how the DoD was employed in Defense Support to Civil Authorities (DSCA) operations during these events. Our three hypotheses were as follows: (1) DoD utilization in domestic hurricane relief is less than other agencies; (2) there are common tasks in every hurricane disaster that DoD could focus on to improve response; and (3) pre-positioning has a positive effect on the quality of disaster response. Our findings show that DoD is the most utilized agency for domestic disaster relief efforts, tasked with between 38% to 49% of all mission assignments. FEMA's utilization of DoD is predominantly in transportation; public works and engineering; logistics management and resource support; search and rescue; and external affairs. The outcomes of Harvey, Irma, and Maria also support the importance of pre-positioning for disaster relief efforts. Since 2008, there were 63 major disaster declarations due to direct impact from hurricanes, tropical storms, or flooding resulting from a hurricane. The disaster declaration affected 28 states, tribal, or territories with nineteen percent directly affecting Texas, Florida, and Puerto Rico (Disasters, 2018). Natural disasters such as Hurricanes Katrina (2005) and Sandy (2012) have identified challenges with response integration and the effective use of DoD personnel. Since the 9/11 terrorist attacks, regulations have favored the use of military assets in homeland security and domestics disaster relief. Hurricane Katrina affected more than half-million people and motivated Congress to pass the Post-Katrina Emergency Management Reform Act of 2006, which streamlined processes within DHS and lean forward in providing response and recovery efforts when reacting to a natural and man-made crisis and emergency planning (DSCA a vital resource, 2015). As the rapid growth of the human population meets 'head on' with global environmental change, the frequency and magnitude of natural and conflict based disasters appear more probable in the future. This study examines the historic role of the U.S. Army in both domestic and international disaster operations within the framework of the present policy environment. Through an analysis of the emergency response mechanisms which 'trigger' a military response, the author suggests that the Secretary of the Army is indeed the correct proponent for military support to civil authority for domestic disasters, but that much more could be accomplished by the states through the use of interstate compacts to regionally share the resources of the National Guard in 'state active duty' status. The Army's role in international disaster operations could be enhanced by the use of a disaster response task force organized around Corps CS/CSS units coordinated by the Corps Rear Tactical Operations Center (RTOC). Such a tailored force would provide the resources to meet the primary emergency support functions in non-hostile situations, while insuring the training of the CS/CSS units and releasing the combat units for continued training. The proposed force structure would impose only limited training and equipment modifications, at minimal cost, while insuring public support of a peacetime Army that provides a service to society.
