Technically, as a distinct classification , it refers to battles where the targets themselves are in space. Space warfare therefore includes ground-to-space warfare, such as attacking satellites from the Earth, as well as space-to-space warfare, such as satellites attacking satellites. In 2020 military satellites and, to a lesser degree, commercial satellites that perform functions critical to civilians, governments and militaries are now increasingly capable of performing active and passive defence, offensive interdiction and rendezvous operations, and covert and overt attacks, while simultaneously carrying out their primary missions. Space systems consist of three elements: a space element, a terrestrial element, and a link element. The space element consists of the platform in which astrodynamics is the primary principle governing its movement through its environment. This book provides deep insight into various dimensions of issues relating to the subject.

In just over a half century, mankind has gone from no presence in outer space to a condition of high dependence on orbiting satellites. These sensors, receivers, transmitters, and other such devices, as well as the satellites that carry them, are components of complex space systems that include terrestrial elements, electronic links between and among components, organizations to provide the management, care and feeding, and launch systems that put satellites into orbit. In many instances, these space systems connect with and otherwise interact with terrestrial systems; for example, a very long list of Earth-based systems cannot function properly without information from the Global Positioning System (GPS). Space systems are fundamental to the information business, and the modern world is an information-driven one. In addition to navigation (and associated timing), space systems provide communications and imagery and other Earth-sensing functions. Among these systems are many that support military, intelligence, and other national security functions of the United States and many other nations. Some of these are unique government, national security systems; however, functions to support national security are also provided by commercial and civil-government space systems. 
The importance of space systems to the United States and its allies and potential adversaries raises major policy issues. National Security Space Defense and Protection reviews the range of options available to address threats to space systems, in terms of deterring hostile actions, defeating hostile actions, and surviving hostile actions, and assesses potential strategies and plans to counter such threats. This report recommends architectures, capabilities, and courses of action to address such threats and actions to address affordability, technology risk, and other potential barriers or limiting factors in implementing such courses of action.

Book excerpt: Since the mid-1940s, when Vannevar Bush and Theodore von Karman wrote Science, the Endless Frontier and Toward New Horizons, respectively, there has been a consensus that strong Department of Defense support of science and technology (S&T) is important to the security of the United States. During the Cold War, as it faced technologically capable adversaries whose forces potentially outnumbered U.S. forces, the United States relied on a strong defense S&T program to support the development of technologically superior weapons and systems that would enable it to prevail in the event of conflict. Since the end of the Cold War, the United States has relied on its technological superiority to maintain a military advantage while at the same time reducing the size of its forces. Over the past half-century, creating and maintaining a technologically superior military capability have become fundamental to U.S. national security strategy, and investment in S&T has become a basic component of the defense budget. In late 1998, Congress asked the Secretary of Defense to conduct a study, in cooperation with the National Research Council (NRC), on the S&T base of the U.S. Department of Defense (DoD). Congress was particularly concerned about areas of the S&T program related to air systems, space systems, and supporting information systems. Its concern was based on the Air Force's reduction of its S&T program from the largest of the three military service programs to the smallest. Congress also wanted to ensure that the Air Force maintained an appropriately sized S&T workforce. In late 1999, the Deputy Under Secretary of Defense for Science and Technology asked the NRC to conduct a study to explore these issues.

U.S. interest in space began as an urgent move to prove our nation's competitiveness during the Cold War. Today, the initiative to have a Space Force is rooted in the nationalism of President Donald Trump. The Space Policy Directive-4 signed by Trump is waiting for congressional approval, so a historical review of the role of space within the U.S. military is needed. This thesis analyzes the roles the Army, Air Force, and Navy have already played within the combined space effort. Through this historical analysis, this study offers a comparative examination of the space interests of each of the three branches of service, showing how each defines and views space, and addresses space organization within the services. The study concludes that the Air Force Space Command should remain under the U.S. Air Force and be renamed the Space Corps with both United States Space Command and the Space Corps being the central chain of command for all the services. While the author's view did not prevail under the Trump Administration, the election of President Biden may reopen The Great Space Race Debate, making this author's research of continuing relevance. This volume presents two important papers on United States military space. The first paper, "What is Spacepower and Does It Constitute a Revolution in Military Affairs?", examines the concept of "spacepower" as it is emerging within the U.S. military and business sectors to establish the basis for military space roles and implications. It also posits military-commercial sector linkages as the best near-term road map for future development. As commercial activities expand the importance of United States space, and as technological advances enable military missions, Hays sees expanded military roles, including space weaponization, on the horizon. He concludes that military space has already had a significant impact on the American way of war. That trend will only continue as the promise of a true space-led revolution in military affairs awaits eventual space weaponization. Given an increasingly important U.S. commercial and military presence in space, the second paper, "Space-Related Arms Control and Regulation to 2015: Precedents and Prospects," presents a detailed analysis of existing regulations and controls that constrain and shape military space use and development.
