Book excerpt: This paper makes recommendations regarding the level of disaster response education Army leaders should receive during their careers to prepare them for leadership roles in disaster response and how the Army could better utilize the officers it assigns to the National Guard and the Federal Emergency Management Agency (FEMA). The roles and responsibilities of the U.S. Army and the Army National Guard in disaster response are defined, but not widely understood. The current lack of understanding by both military officers and civilian agencies of the Army's roles and responsibilities creates confusion prior to and during disaster response. Additionally, learning the roles and responsibilities during or after a natural disaster occurs consumes precious time and can slow progress in responding to the most pressing issues. Two of the leading causes for this are: a. Army leaders do not receive enough disaster response education. b. Key Army assignments with the National Guard and FEMA are not being maximized. We recommend including disaster response education for senior non-commissioned officers at the Sergeants Majors Academy (SMA), and for commissioned officers at their Intermediate Level Education (ILE), the Pre-Command Course (PCC), and the Army War College (AWC). In addition, we recommend that Inspector Generals (IGs), Senior Army Advisors to the Guard (SRAAGs), and Defense Coordinating Officers (DCOs) have follow-on utilization tours in the Army to share the knowledge and experience they gain while assigned to the National Guard and FEMA.

Category 4 and category 5 hurricanes will, according to most predictions, become both more frequent and more intense in the future due to global warming and/or natural weather cycles. In addition, it is often said that another terrorist attack on the United States is inevitable; that it is a question of when, not whether. Add to that the scare over a possible avian flu pandemic. As a result, the United States should expect that disaster responseto natural and other types of disasterswill continue to be of vital concern to the American public and the policymakers and officials who deal with disaster response and relief, including the military. The U.S. disaster relief program reflects a basic division of responsibility between federal, state, and local governments that has generally stood the test of time. At the federal level, a single agency, FEMAnow under the Department of Homeland Securityhas been charged with the responsibility for coordinating the activities of the various federal agencies that have a role in disaster relief. A successful disaster response requires three things: timely and effective coordination between state and federal governments; effective coordination among the federal agencies; and effective coordination between and among state and local government agencies. Miskel examines the effects that operational failures after Hurricanes Agnes, Hugo, Andrew, and Katrina have had on the organizational design and operating principles of the disaster response system program. He also discusses the impact of 9/11 and the evolving role of the military, and he identifies reforms that should be implemented to improve the nation's ability to respond in the future.

The tenets of official U.S. counterterrorist policy are: make no concessions or deals with terrorists; bring them to justice for their crimes; isolate and apply pressure on states that sponsor terrorism; and bolster the counterterrorist capabilities of countries willing to work with the United States. While these tenets are sound principles, their application, specifically overseas, raises difficult questions. Does the "no deal" policy actually deter terrorists acts? Are there cases where agreements might reduce terrorism, while advancing other U.S. interests? Do isolation and pressure really force offending states to alter their support for terrorists? What factors affect the willingness, not just the capability, of foreign governments to help the United States in counterterrorism? In this critical study, a career CIA officer provides a guide to constructing and executing counterterrorist policy, urging that it be formulated as an integral part of broader U.S. foreign policy. In the first four chapters, Paul R. Pillar identifies the necessary elements of counterterrorist policy, he examines why the United States is a prime terrorist target, and he reveals why the counterterrorist policies that seem strongest are not always the most effective. Book excerpt: Although it is impossible to predict the future, the operational environment of 2025 and beyond may require additional military support to the United States Government's agencies in Foreign Disaster Relief (FDR). Global climate change, urbanization, growing natural resources scarcity, and other factors will increase the need for humanitarian assistance (HA) and disaster relief. At the same time, the Department of Defense (DoD) is undergoing budget and force reductions. The confluence of these factors and interaction of these variables in the current and future operational environment may require increased FDR capability and support from the military. Options for how the DoD will address FDR should be explored. Given the unique capabilities of the United States Army Reserve (USAR), congruent with FDR, the USAR may be best suited for the primary role in FDR missions. This monograph explores the current and future environment and provides analysis of the USAR to serve as a DoD option with a primary responsibility in FDR. The DoD's involvement in supporting the USG humanitarian assistance and disaster response (HADR) efforts through FDR will likely increase due to changing environmental conditions caused by climate change. Climate change is a major contributor to emerging natural resource scarcity, the increase in frequency of natural disasters, and other extreme weather events that influence the economic, social, and political stability of impacted nations. Insurgents and malign actors can capitalize on the prevailing unstable conditions created or exacerbated by climate change events or impacts. In addition, as nations have closed their borders to US presence, interaction, and influence, USG efforts in FDR can be a valuable tool to break down barriers and foster diplomacy.
