The October 2019 Russia-Africa Summit in Sochi highlighted the appeal of Russia’s normative agenda, the ubiquity of Russian military technology, and the breadth of Moscow’s presence on the continent. Beneath the pageantry, a darker side of Russia’s African resurgence looms large. From Libya to Madagascar, Russia has used sinister tactics to expand its influence, such as private military contractors, shadowy mining and energy deals with authoritarian regimes, and election interference campaigns. This book presents a chronological examination of Russia’s post-Cold War foreign policy towards Africa, and outlines the factors that have enabled and impeded the growth of its influence. It pays special attention to the non-material factors behind this rising power; the domestic drivers of Russian decision-making; Moscow’s relationships with fellow external powers; and African perspectives on Russia’s geopolitical role. Samuel Ramani’s analysis cites extensively both Russian-language media and academic sources, and his own interviews with Russian and African elites. The work argues that, by conflating personalistic regime survival with national security, Putin ensures that contemporary Russian national interest, as expressed through strategic behavior, is the synthesis of a peculiar troika: a long-standing imperial strategic culture, rooted in a partially imagined past; the operational code of a counter-intelligence president and decision-making elite; and the realities of Russia as a hybrid state. The book first examines the role of structure and agency in shaping contemporary Russian strategic behavior. It then provides a conceptual understanding of strategic culture, and applies this to Tsarist and Soviet historical developments. The book’s analysis of the operational code, however, demonstrates that Putinism is more than the sum of the past. At the end, the book assesses Putin’s statecraft and stress-tests our assumptions about the exercise of contemporary power in Russia and the structure of Putin’s agency. With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.

The zero-sum nature of East-West global competition induced the United States to try to thwart Soviet ambitions. The result was predictable: the two superpowers engaged in proxy struggles against each other in faraway, little-understood lands, often ending up entangled in protracted and highly destructive local fights that did little to serve their own agendas. Using a wealth of recently declassified sources, this book tells the complex story of Soviet involvement in the Horn of Africa, a narrowly defined geographic entity torn by the rivalry of two large countries (Ethiopia and Somalia), from the beginning of the Cold War until the demise of the Soviet Union. At different points in the twentieth century, this region—arguably one of the poorest in the world—attracted broad international interest and large quantities of advanced weaponry, making it a Cold War flashpoint. The external actors ultimately failed to achieve what they wanted from the local conflicts—a lesson relevant for U.S. policymakers today as they ponder whether to use force abroad in the wake of the unhappy experiences in Iraq and Afghanistan.
