Bush administration passed its landmark education legislation in 2001, dubbed the No Child Left Behind Act, legislators included a small section containing strict military recruiting mandates for public high schools. The law had two main provisions. First, a data sharing provision requires high schools to distribute the personal directory information of every student to all local armed forces recruiting stations on an annual basis. Second, the equal access provision requires high schools to provide military recruiters access to school grounds equal to university recruiters or career recruiters. For accountability, if these provisions are not fulfilled, the school will lose all federal education funds. Students or parents may “opt out” of the data collection through a bureaucratic process, but no such opt-out option exists for the soldiers visiting schools. When President Barack Obama renewed the omnibus education law in 2015, the name changed to the Every Student Succeeds Act, but the military mandates remained – the provisions were strengthened by including a passage prohibiting any local school board from instituting an “opt-in” bureaucratic structure for parents and students. This book focuses on how the two provisions have been met by parents, school staff, soldiers, and other individuals influenced by high school education policy and military recruiting. The central question is: do military recruiting methods utilized in public high schools work to promote the best interests of the students, or should policy makers rethink the freedom adult soldiers have when interacting with children within schools?

Book excerpt: The study on "Military Recruiting" explores the complexities of military recruitment and presents them in a global economic science context. It is not only a primary scientific study on employer attractiveness of state institutions on the example of the German Federal Armed Forces, offering a comparison with other European armies and the US military, but covers the theme of employer branding from work-life balance to global economic aspects. For the implementation of the results the two levels of internal and external influencing factors that affect the choice of the employer were determined: "instrumental dimension (objective (pre-)knowledge)" and "symbolic dimension (subjective emotions)". A particular intention of this work is to show how scientific research in civil-military context and civilian use may not only complement each other but also constitute an interdependent benefit extension. The core study covers not only "The attractiveness of the Bundeswehr as an employer in the light of the public good problem" and the recruitment in the military context, but also recruiting in general. Under this approach the Bundeswehr is exemplified as a state institution in the research focus of the recruitment of public employers. The analytic approach, the found correlations and implications may serve as a basis for public employers and government as well as for private companies. For this purpose, individual topics were embedded as self-contained subject areas (see Table of Contents and List of Figures) in the overall context. Beyond that, general government and policy-making aspects such as the problem of provision of public goods and geopolitical issues like the establishment of global public goods has been addressed with the understanding of the attached security concerns to sufficient degree.

Book excerpt: The viability of the All Volunteer Force (AVF) depends, in large measure, on the Department of Defense's (DOD) ability to successfully recruit several hundred thousand qualified individuals each year to fill over 1,400 occupational specialties. Since the March 2003 involvement of U.S. military forces in Iraq, attracting sufficient numbers of high-quality recruits to military service has proven to be one of the greatest personnel challenges faced by DOD since the inception of the AVF. The active Army, the Army Reserve, and the Navy Reserve, for example, failed to meet their fiscal year 2005 recruiting goals. Recruitment of high-quality personnel is a tough proposition, made even more challenging in the current environment when the nation is engaged in combat operations. To exacerbate the recruitment challenges further, DOD estimates that over half of the youth in the U.S. population between the ages of 16 and 21 do not meet the minimum requirements to enter military service. Moreover, additional factors such as the shrinking numbers of new recruits in delayed entry programs and the Army Army's use of stop loss, which delays servicemembers from leaving active duty, indicate that the components may experience continued recruiting challenges as they attempt to meet their personnel requirements. To help overcome recruiting challenges, the military services during the past several years have assigned roughly 20,000 recruiters to manage their recruiting programs and achieve their accession goals.

What kind does the military want him to be? In Enlisting Masculinity, Melissa Brown asks whether appeals to and constructions of masculinity remain the underlying basis of military recruiting-and if so, what that notion of masculinity actually is. Are the Army, Air Force, Navy, and Marines courting warriors or breadwinners; patriots or pragmatists; dominant masters of technology, or strong yet compassionate masters of themselves? Is each military branch recruiting the same model of masculinity? Based on an analysis of more than 300 print advertisements published between the early 1970s and 2007, as well as television commercials, recruiting websites, and media coverage of recruiting, Enlisting Masculinity argues that masculinity is still a foundation of the appeals made by the military, but that each branch deploys various constructions of masculinity that serve its particular personnel needs and culture, with conventional martial masculinity being only one among them. The inclusion of a few token women in recruiting advertisements has become routine, but the representations of service make it clear that men are the primary audience and combat their exclusive domain. Each branch constructs soldiering upon a slightly different foundation of masculine ideals and Brown delves into why, how, and what that looks like. The military is an important site for the creation and propagation of ideas of masculinity in American culture, and it is often not given the attention that it warrants as a nexus of gender and citizenship. Although most Americans believe they can ignore the military in the era of the all-volunteer force, when it comes to popular culture and ideas about gender, the military is not a thing apart from society. Building a fighting force, Brown shows, also means constructing a gender. Enlisting Masculinity gives us a unique and important perspective on both military service and prevailing conceptions of masculinity in America.
