Book excerpt: "This paper presents an analytic framework that builds from previous work to yield the systematic and defendable readiness analysis that must underlie decisions ranging from budget allocation to force employment and even strategy development. To manage readiness, the Department of Defense must balance the supply and demand of deployable forces around the world. The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. While this discussion is a basic tenet of production theory, it had not been commonly applied to readiness management until recently. The important point here is that understanding how the readiness of military capabilities is generated provides the clearest picture of the current readiness status and whether that status is likely to change over time. Furthermore, it provides the best shot at identifying effective management policies to ensure that DOD can generate the capabilities that the Nation asks of it. This paper argues that traditional unit-level readiness metrics are useful as part of a larger readiness management construct, but by themselves they do not provide enough information to proactively manage strategically. This approach provides a clear explanation of the causes of readiness degradations and options for how to mitigate them that can be traced to precise resource investments"--Page 1.

Book excerpt: U.S. military forces, and ground forces in particular, have operated at a high pace since the attacks of September 11, 2001, including to support ongoing operations in Iraq and Afghanistan. Between 2001 and July 2007, approximately 931,000 U.S. Army and Marine Corps service members deployed for overseas military operations, including about 312,000 National Guard or Reserve members. To support ongoing military operations and related activities, Congress has appropriated billions of dollars since 2001, and through September 2007, the Department of Defense (DoD) has reported obligating about $492.2 billion to cover these expenses, of which a large portion are related to readiness. In addition, DOD's annual appropriation, now totaling about $480 billion for fiscal year 2008, includes funds to cover readiness needs. GAO was asked to testify on (1) the readiness implications of DoD's efforts to support ongoing operations; and (2) GAO's prior recommendations related to these issues, including specific actions that GAO believes would enhance DoD's ability to manage and improve readiness. This statement is based on reports and testimonies published from fiscal years 2003 through 2008.

Book excerpt: If the Army is to remain relevant in a rapidly evolving strategic environment it must reassess its force structure and deployment methodology in order to enable it to better meet ongoing contingency operation requirements without adversely impacting its core competency of warfighting. The U.S. l997 National Military Strategy requirement that the Army, in addition to fighting and winning two nearly simultaneous major theater wars, be prepared to respond to the full spectrum of operations highlights this dilemma. Throughout the 1990's, the Army's response to the ever-increasing number of contingency operations has been the routine deployment of heavy and light combat forces under the guise that contingency operations are the exception, not the norm, to its warfighting mission. This assessment of the combat readiness implications of deploying heavy and light divisions in support of contingency operations concludes that contingency operation training and experience does not necessarily confer combat readiness. Three criteria - force structure, training requirements and equipment readiness - are used to compare and contrast the roles of the 1st Armor Division in Bosnia-Herzegovina in 1996 (Operation Joint Endeavor) and the 10tb Mountain Division in Haiti in 1994 (Operation Uphold Democracy). This historical comparison demonstrates that both heavy and light units suffer combat readiness degradation due to contingency operation deployments, but that the negative effects on light forces are much more manageable than those on heavy forces.

Book excerpt: From a military operational standpoint, surprise is an event or capability that could affect the outcome of a mission or campaign for which preparations are not in place. By definition, it is not possible to truly anticipate surprise. It is only possible to prevent it (in the sense of minimizing the number of possible surprises by appropriate planning), to create systems that are resilient to an adversary's unexpected actions, or to rapidly and effectively respond when surprised. Responding to Capability Surprise examines the issues surrounding capability surprise, both operational and technical, facing the U.S. Navy, Marine Corps, and Coast Guard. This report selects a few surprises from across a continuum of surprises, from disruptive technologies, to intelligence-inferred capability developments, to operational deployments, and assesses what the Naval Forces are doing (and could do) about them while being mindful of future budgetary declines. The report then examines which processes are in place or could be in place in the Navy, the Marine Corps, and the Coast Guard to address such surprises. Today's U.S. naval forces continue to face a wide range of potential threats in the indefinite future and for this reason must continue to balance and meet their force structure needs. The recommendations of Responding to Capability Surprise will help to ensure more responsive, more resilient, and more adaptive behavior across the organization from the most senior leadership to the individual sailors, Marines, and Coast Guardsmen.

Book excerpt: This General Accounting Office (GAO) report addresses concerns that the time military personnel are spending away from home on deployments - commonly called personnel tempo (PERSTEMPO) - has increased and is stressing portions of the military community and adversely affecting readiness. The GAO was asked to review: (1) U.S. forces' frequency of deployments in recent years; (2) the effect of increased PERSTEMPO on the readiness of U.S. forces; and (3) Department of Defense (DOD) actions to mitigate the impact of high PERSTEMPO, including efforts to create systems for measuring PERSTEMPO. The end of the Cold War and the evolution of a new security environment have resulted in new operating realities for the U.S. military. Amid significant reductions in the overall size of U.S. forces, defense budgets, and overseas presence, the U.S. military must continue to deploy its forces for traditional combat training and simultaneously manage increased demands to deploy forces for peace operations and other activities. U.S. military forces have participated in peace operations for many years. For example, the United States has committed military personnel to the Multinational Force and Observers since 1982 to ensure that Israel and Egypt abide by the provisions of the Sinai Peace Treaty. However, in recent years, U.S. participation in peace operations has grown. In 1992 alone, the United States began deployments eventually totaling 26,000 personnel to Somalia, 3,000 to Bosnia, and 14,000 to Southwest Asia The ongoing deployment to Bosnia is expected to involve over 20,000 troops. Congress and others have expressed concern about the overall impact of peace operations on unit and personnel readiness.
