The protection of utilities necessary for the prosecution of the present war is one of the most important duties which confront the military authorities at this time. 2. Our domestic conditions are such that many communities are subject to industrial disturbances and sudden outbreaks of violence or the constant menace of any element of unknown size and strength with which our forces may have to contend. 3. The Militia Bureau has endeavored in the following pages to place, In compact form, practical and useful Information on the subject of such duty which will prove serviceable to officers of organizations ordered on this class of duty and enable them to handle situations with which they may have to deal, such as officers of the United States Guards, Ordnance Guards, and other troops which may be called upon to supplement local police forces in quelling disturbances which have passed beyond the control of the civil authorities. 4. Riot service is one of the most distasteful duties which soldiers are called upon to perform, and the officer In command of such troops must be well trained in order to prepare his command for such a task. 5. Acknowledgment is due to Lieut. Col. Byron L. Borgar, author of "The Law and Customs of Riot Duty"; Maj. Henry A. Bellows' "Manual for Local Defense," published by Macmillan Co.; and to Capt.
